AITA for saying it's weird for her to be at freshers at her age

Im 18 and I'm in university. In the halls we have mostly 18-19 year olds. There's one 21 year old and one 25 year old. The 25 year old hasn't been interacting much apart from the first few days saying hello and introducing himself and stuff.
The 21 year old is different. Shes trying to act younger than she is. She didn't introduce herself by her age. On day 3 a bunch of people hung out one flat. Someone asked everyone their age (thinking 18-19) Everyone said those except her she's 21.

I felt a bit uncomfortable that she didn't say to us before this she was 21 and was acting like our age.

She and four of us had been talking since day 1. her, me and another girl related to the fact we had recently broken up with our boyfriends and joking about hooking up with guys while in university.

We had been snapping about going to a specific freshers event together but had not fully planned it all. I contacted the rest of the girls privately about being uncomfortable about her being 21 and not open about it like the 25 year old and for saying about wanting to hookup with guys while she's here.
So I didn't think she should come to a FRESHERS event. Especially with us I don't want to look like I condone that.
She ended up going to the event alone and seeing us together. She has since not socialised with anyone on the hall. I can to find one of the girls had messaged her apologising for not telling her our plans to meet and saying why. The snitch has told me the 21 year old is quite upset about this and saying I should probably apologise.
I said no. But still the girl continues to avoid going in the common areas of the halls and people are again saying I was overly mean to this GROWN WOMAN. I said if she was a man people would probably feel differently though.
