When I assign a research paper, it's not because I want an essay I can use to evaluate the student ex post. It's because I want the student to have the experience of going through the process of all of the above steps, perhaps iteratively, that is necessary to write a good research paper.

If there are any publications with a foreign co-author, a statement submitted through the Signing Official (SO) confirming the author will no longer publish or collaborate with the foreign partner is sufficient to show the collaboration has ended. Also indicate that no IDeA money was transferred via subcontract to an institution in a foreign country. This path will minimize delays.For FY2027 RPPRs onward:
Pls are required to submit prior approval requests for any publication co-authored with individual(s) affiliated with a foreign institution(s).
Per NOT-OD-26-026, prior approval requests must be initiated and submitted by a SO for the recipient organization.
In addition to noting the foreign site and the name of the foreign investigator, the prior approval request should provide information about the nature of the research being conducted; why the involvement of the foreign site is necessary; and whether any data will be transferred.

Computational X-scan didn't work super well for improving the specificity of the design process. There's potential for deorphanization but the design problem is actually simpler than deorphanization since you're free to sample a huge space.
