A time for peace: End the war on walking, cycling, and transit
Over the last hundred years, road lobby actors have shaped our built environment in ways that make us drive more, influencing policy to dismantle public transport and walkability, and to make the British people dependent on driving to do the basic things in life
Grant Ennis, Brent Toderian, & Tom Flood

The war on the motorist and 15-minute conspiracy theories are fiction. The truth is that there is a war on walking, cycling, and transit that has made a one-hour city the norm.

The Government is empowering local leaders in England to regulate shared cycle schemes through licensing. Safety and accountability will be core considerations as we implement this.

We will be launching a public consultation in the coming months on the implementation of licensing which will include consideration of the right balance of responsibilities and accountability in shared cycle schemes.

Licensing will be implemented following public consultation through a combination of regulations and guidance.
