Streatham High Road is where bus priority is needed. It takes 25 minutes to go the couple of miles to Brixton and is relied upon by everyone. Hope that Lambeth and TfL will review these plans and deliver the promised improvements for bus users on the A23.

cost proposals are being drawn up, releasing an element of capital funding. TFL
has recently launched a consultation on a proposed scheme however this does not
deliver the level of improvement that the Council considers to be necessary. The
Council will continue to make the case that investment in it will be dependent on
the scheme meeting the Council’s ambitions.

The London Borough of Hammersmith and Fulham (as the asset owner and project lead) has applied for further project funding for Hammersmith Bridge via the Government’s Structures Fund, where it will now be considered alongside other project proposals. We are planning to confirm any funding awards later this year.

8.5.12 Safer corridors and neighbourhoods: Boroughs entered a value of work done
for schemes supported by TfL through the LIP process in 2025/26 totalling
£35.75m at the end of March 2026, against a programme allocation of £36.3m.
We have agreed to carry forward £0.48m into 2026/27, at the request of the
London Borough Havering, due to the impact of our works at Gallows Corner
which prevented them from working on surrounding roads. Remote access to
the portal used by London boroughs to undertake the necessary administration
and financial claims for LIP has been unavailable since the cyber incident in
September 2024. This requires borough officers to attend TfL offices to
undertake this work, for which TfL is very grateful. Work is ongoing to develop a
new, secure system which borough officers can access remotely

while ensuring that it is aligned with resident demand. Parking charges in the borough have remained unchanged since 2024, which has
reduced the level of resource available for road improvement measures. The Council
will increase parking charges, allocating the additional income to measures which
improve the flow of traffic and contribute to air quality improvements.

The Council will take a stronger approach to tackling poor driving and parking,
helping to reduce congestion and improve road safety for pedestrians and cyclists.

#Westiminster City Council agrees to continue participation in the TfL-led e-scooter trial through to 2028. (Decision: committees.westminster.gov.uk/documents/s7...) The chronology is interesting: 5 years since trial started in 2021 and #DfT still ain't learned enough to write required legislation
5.2 The chronology of recent past DfT and TfL formal extensions and their
reasoning is:
o To March 2022 - To allow time for gathering evidence following a slower
than expected start to trials during the COVID-19 pandemic.
o To November 2022 - After DfT issued updated guidance in February 2022
designed to enhance existing safety measures.
o To 31 May 2024 - To allow DfT to reflect on the further analysis or evidence
that may be needed and would be beneficial.
o To May 2026 (With extension) - To enable DfT to build on current learning
across areas including usage, safety, and environmental impacts, and to
explore changing travel patterns since the coronavirus pandemic and as escooters become more embedded in public life.
5.3 The proposed extension to May 2028 will give DfT, TfL and participating
boroughs more time to strengthen the evidence base before any long-term
decisions are made on rental or private e-scooters. In particular, the extension
will help assess:
o ongoing safety risks and benefits;
o how local street conditions affect e-scooter use;
o the role of e-scooters in supporting wider transport and micromobility policy;
and
o the evidence needed to inform any future Government decision on
permanent rental schemes or privately owned e-scooters.

We want the Government to tax cyclists, a personal tax for every adult who rides a bicycle on roads.

The Government needs money and I believe that cyclists should have to pay a personal tax to ride their bikes on the roads. They use our roads, they have cycle lanes that are all painted up for them in a lot of places. It doesn’t have to be expensive, e.g. £30 per year or more; but, if everyone who rides a bike paid it, then I believe it surely would put more money in the Government’s bank.

Ban bicycles on roads with a speed limit above 30mph, as the majority of the cyclists never go above this speed.

We believe cyclists cause unnecessary stress and traffic build up when they ride on road with 40 and 50mph speed limits. Some cars are able to overtake and are often still at risk of hitting the cyclist. We believe it is not safe enough on the roads where cars travel above 30mph for cyclists, whether they're cycling leisurely or as fast as they're able.

2. Executive Summary
2.1. This report presents an update on the Putney High Street public realm and
junction improvement works. There are further improvements to ease
congestion along the Putney Bridge corridor subject to approval. The most
prominent being relocation of the pedestrian crossing on Putney Bridge to
allow Lower Richmond Road to regain the green time currently assigned to
pedestrians on the bridge when there is a demand. Other potential
improvements include carriageway widening outside TK Maxx, and trialling
Weiss Road as a one-way street. Lower Richmond Road bus stops
2.6. The Council has continuously lobbied TfL to relocate bus stop P by
approximately 40m (Westbound services, outside Kenilworth Court) and
relocate or remove bus stop Q (Eastbound services, opposite Kenilworth Court)
on a trial basis. Whilst TfL has agreed to trial the relocation of bus stop P and
found it to be effective, they have consistently rejected the Council’s request to
a trial at bus stop Q. To demonstrate local views regarding these two buses
stops on Lower Richmond Road, the Council will be consulting local residents
for their views for TfL’s further consideration.

17.15 The Penalty Charge Notice (PCN) income budget is forecast to overachieve
by £0.600m. PCN income remains volatile and will be monitored closely
throughout the year. Whilst the early months of the year saw increased PCN
issuance, activity levels have subsequently moderated. CCTV Penalty
Charge Notice (PCN) income continues to be impacted by the closure of
Albert Bridge, reducing income by approximately £250k per month. The
effect has been partially mitigated through the expansion of the Council's
CCTV enforcement network. This includes income generated from CCTV
enforcement sites implemented during 2025/26, together with projections for
a further three sites expected to become operational before the end of the
financial year. Additional locations are also being assessed and may impact
future forecasts. Overall, the current forecast assumes a 25% reduction in
CCTV PCN issuance compared with the previous financial year. RBKC budget table for lots of capital projects, with £8m for Albert Bridge in 2026/27, although the council thinks £7m will be spent leaving a £1m variance to budget

4. Closure of Albert Bridge: Question raised by Cllr C Davies to the Cabinet
Member for Transport:
The closure of Albert Bridge by Kensington & Chelsea for safety reasons has
exasperated traffic in my and other wards. Can the Cabinet member describe the
work we are doing to tackle traffic in the area, and to hold both K&C and TFL to
account?
Answer:
Officers have been in regular communication with their counterparts at TfL and
RBK&C to both review and support the measures to aid the reopening of the bridge
as well as to work on solutions to the temporary traffic disruption in the area. In the
coming weeks, TfL will be introducing a series of changes to traffic signal timings at
key junctions in the Battersea area which will include:

impact on the delivered pedestrian and cycle improvements, because we have
retained the kerbed cycle lane and cycle gate on Putney High Street. A decision
was made to reinstate two traffic lanes on Putney Bridge Road towards Putney High
Street to help ease traffic congestion, and a decision was also made to reinstate the
cyclist left turn from Putney Bridge Road onto Putney High Street to improve cyclists’
access. As with all Council schemes, officers will seek to strike the appropriate
balance between all users.

The closure of Albert Bridge by Kensington & Chelsea for safety reasons has
exasperated traffic in my and other wards. Can the Cabinet member describe the
work we are doing to tackle traffic in the area, and to hold both K&C and TFL to
account?
Answer:
Officers have been in regular communication with their counterparts at TfL and
RBK&C to both review and support the measures to aid the reopening of the bridge
as well as to work on solutions to the temporary traffic disruption in the area. In the
coming weeks, TfL will be introducing a series of changes to traffic signal timings at
key junctions in the Battersea area which will include:
1. Adjustments to lights at Battersea Bridge Road and Westbridge Road.

17.15 The Penalty Charge Notice (PCN) income budget is forecast to overachieve
by £0.600m. PCN income remains volatile and will be monitored closely
throughout the year. Whilst the early months of the year saw increased PCN
issuance, activity levels have subsequently moderated. CCTV Penalty
Charge Notice (PCN) income continues to be impacted by the closure of
Albert Bridge, reducing income by approximately £250k per month. The
effect has been partially mitigated through the expansion of the Council's
CCTV enforcement network. This includes income generated from CCTV
enforcement sites implemented during 2025/26, together with projections for
a further three sites expected to become operational before the end of the
financial year. Additional locations are also being assessed and may impact
future forecasts. Overall, the current forecast assumes a 25% reduction in

The Government is empowering local leaders in England to regulate shared cycle schemes through licensing. Safety and accountability will be core considerations as we implement this.

We will be launching a public consultation in the coming months on the implementation of licensing which will include consideration of the right balance of responsibilities and accountability in shared cycle schemes.

Licensing will be implemented following public consultation through a combination of regulations and guidance.

Users of rental e-scooters and e-bikes are encouraged by operators to wear a helmet.

All future decisions on e-scooter regulations, which could include a requirement for users to wear protective equipment, will be informed by the data from our ongoing national e-scooter trials which is helping to deepen our understanding of e-scooter safety.

Licences for shared cycle schemes under the English Devolution and Community Empowerment Act 2026 will contain some mandatory conditions set centrally by the Department for Transport which will be common to all licences. They will include a strong focus on safety, and we will be consulting on those conditions over the coming months.

The Council of the National Trust should have a strong mandate from the members. However, governance is currently suffering from member disengagement. Between 2023 and 2025, voter turnout fell by about 60%, partly due to an overly-long ballot that makes meaningful scrutiny of candidates nearly impossible. Currently, any individual can appear on the ballot via an online form with no prior commitment to the Trust. guidance states that Zebra crossings across cycle tracks must comply with the Traffic Signs
Regulations and General Directions (TSRGD) 2016.
Can you confirm whether every crossing described by TfL as a Zebra crossing across a cycle
track currently complies with TSRGD 2016, including the requirements for Belisha beacons? If
not, how many such crossings in London lack Belisha beacons, what is their legal status, and do
