Start of Spokes deputation to the Council on Princes St/ George St, referencing Jan Gehl 2011 report Princes Street and Waverley Valley CEC Planning Cttee 9.9.26, agenda item 71 Spokes submission on transport aspects Spokes fundamentally rejects the recommendations in this report. The proposals represent only minor change from those rejected by councillors2 on 12 November 2025, under Cllr Lang’s motion as amended. Their very description as ‘pragmatism’ does not reflect councillors’ request for an “ambitious and exciting strategy.” As regards Princes Street itself, the approach mainly consists of repaving the north footway, and a 1.5m improvement to footway width on the south side, whilst leaving the bulk of the width of Princes Street as a 4-lane transport corridor which, whilst busy at times, is for much of the day mainly an expanse of tarmac. It is not the ‘place’ proposal which has been recommended by experts in urban design, from the Council’s 2011 Jan Gehl report [para 1102 here3] and subsequently, for what is Edinburgh’s premier street, and, indeed, Scotland’s. Dear Traffic Orders,

Spokes strongly supports the proposed ETRO to reduce vehicle dominance and create a more pleasant environment on the Lawnmarket.

The experimental period has been successful and should be made permanent, subject to the following comments: 

- Care should be taken to ensure all signage is correct throughout the scheme. In particular, westbound cycle access at the George IV Bridge/Lawnmarket junction. 

- Bollards should be in operation during the restricted hours of the scheme to prevent unauthorised access. 

- It is unclear to us what purpose the proposed right turn into Castle Terrace from Lothian Road within the reserved measures would serve. If implemented, cycle access should be retained.

ETRO/25/23- Lawnmarket Area
The purpose of this experimental traffic order is to restrict vehicle access to Lawnmarket during peak
times to improve pedestrian safety, accessibility, and the overall environment.
Lawnmarket attracts high visitor numbers year-round, with over 5,000 people per hour in summer
weekends. The narrow pavements often force pedestrians and wheelers onto the road, posing safety
risks and reducing accessibility. Historically, the street has been open to vehicles, including coaches,
tour buses, and taxis, except during the summer festival.
Since 2019, trials have shown that vehicle presence, particularly large vehicles, continues to cause
safety and accessibility issues. Limiting vehicle access during busy periods is seen as the best way to
create a safer, more comfortable space for pedestrians, cyclists, and other vulnerable users.
This order aims to test this measure’s effectiveness in enhancing safety and the quality of the public
realm

Using cargo bikes for deliveries has an array of benefits. Many cities have pedestrianised historical areas with popular shops and cafes requiring frequent deliveries. Cargo bikes and narrow battery-powered mini-lorries can operate during business hours without disturbing shoppers -

Couple of them in action from streetview. People don't feel threatened by these small vehicles, unlike the situation with the jumbo lorries you get sneaking up on you on Rose Street.
Battery powered mini-delivery van on pedestrianised shopping street in a heritage area of Gothenburg.In spite of this area being congested by building works, a cargo bike with a large box back is able to make deliveries without disturbing walkers or commerce.

Over 95% of our cargo bike sales are for family use. These either are a car replacement allowing families to be car free or run one car instead of two. Cargo bike = city car.
