France held consular elections in May -- a peculiar, worldwide exercise that no other country has decided to do. The conseillers des Français de l'étranger represent overseas citizens on education, culture, consular services, and sit in the college that elects France's Senators.

Would passing PR through the current UK parliament be an affront to democracy? Absolutely not! If the next general election is held under PR, a majority of voters can choose immediately to return to FTPT simply by voting for parties that support that, thanks to the Westminster system. 1/2

We estimate that EU emissions went down 3.8%, US edged down 0.6%, & Chinese emissions edged up 0.2%. Emissions were up more strongly in India 4.6% & international aviation 13.5%. The record growth in renewables is helping bend the curve, just not enough to get a peak in global emissions. 2/

A few suggestions 1. Ask permission - check first if your conversation partners are willing to speak with you about
climate change rather than approaching them in a confrontational manner. 2. Listen more than you speak. Really try to mindfully listen to what others have to say rather than
only preparing what you will say next! 3. Find common ground - ask what your conversation partner cares about and why, explain what
you care about and why, and connect your shared values. 4. Respect the diverse ways, including different types of emotional responses, through which
individuals may engage with climate change. 5. You do not have to change someone's mind - simply having an open dialogue and giving space for individuals to engage with climate change who otherwise might not is a significant achievement (but if someone happens to take greater action on climate as a result of a
conversation, that's of course a great thing too!).
Set a climate conversation commitment Personally committing to hold a certain number of climate conversations (for example, "I will speak with 30 people about climate change by 1 November 2021") can be a helpful and rewarding motivational tool.

I was looking at some Scottish cause of death data yesterday and the extent to which transport accident deaths in young men have all but disappeared is pretty remarkable. Nice to find a good news story in this data for a change.
A lexis diagram - essentially a heatmap showing rates of death from transport accidents by age and over time from 2001-2024 in Scotland. For men in the 2000s there was a clear peak in deaths at ages 15-35 (plus a smaller one in the oldest age groups). But around 2010 this basically disappeared, and now all age groups have similarly, much lower, rates of transport accident deaths. For women the pattern is similar, albeit at a much lower level, except that in the early 2000s there were more deaths in older, rather than younger adults.

Abstract: Social theorists and education advocates have long argued for the civic benefits of education. As large, durable institutions, universities are especially likely to affect the civic life of their communities. We investigate how the establishment of a university alters the civic and political trajectory of the surrounding area. For identification, we leverage historical site selection processes in which multiple locations were considered for new colleges. We bring together data on social capital, political preferences, and elections to assess the long-run impacts of college establishment. Communities with colleges exhibit higher levels of civic engagement and greater social trust today, relative to “runner-up” locations without colleges. These counties are also more politically liberal — a gap that has grown substantially since 2000. Our findings suggest understanding universities as place-based policies that shape the long-run civic and political development of their communities. They also shed light on current political battles over higher education policy.
