APSR abstract for "Who Knows How to Govern? Procedural Knowledge in India's Small-Town Councils," by Adam Auerbach, Shikhar Singh, and Tariq Thachil. Past work on local accountability in the Global South has focused on whether citizens have enough information to hold officials accountable. Drawing on fieldwork and a novel survey of small-town politicians in India, the authors show that local officials themselves often lack basic procedural knowledge of how to govern, and that this knowledge gap shapes their capacity to represent constituents. Winning office does not provide an institutionalized path to acquiring this knowledge, pointing to the need for policy solutions. Full abstract is available in linked article.
