There's no wall between good worldbuilding and good story writing. Gilroy thinks at length about HOW his prison would function, every little detail and structure, and something like "winning team gets flavor with their food" becomes dialogue, structure, motivation, constraint, etc.

Settings like Ferrix or Ghorman or the Imperial Prison were built studiously *with* the story. He was visualizing in depth HOW they functioned, HOW the space worked, HOW people lived day-in-day-out there, WHAT THE RULES WERE. He was so fucking attentive to all this.
