For as long as I’ve been a reporter in this city the complaint has been that we build too many giant luxury condos in a few places and not enough medium density housing across neighbourhoods. But this week reaffirmed why that approach is so baked into the DNA and political culture of Vancouver.

The Vancouver Villages plan was defeated. This is a huge blow to housing policy in the city. This was the easiest part of the Vancouver Plan to implement; Ken Sim directed staff to prioritize it. If we can't pass this, what's the point of any of it? All housing policy work here is in limbo.

The fun part of vote splitting drama, even for council & mayoral elections, is that it could easily be fixed. All the game theory, all the persona grievances that go along with it. Entirely forced by one of the dumbest electoral systems, used almost nowhere on the planet. Plurality block FPTP.

Since a lot of 🇨🇦 pundits don't seem to get the implication here: Carney's actions haven't "lived up to" this rhetoric because we've tried to convince other middle powers to act together and not negotiate bilaterally, and they've rejected this approach. So Canada's left with all bad choices.

This is basically a an infinite prisoners dilemma scenario where participants are encountering a participant that has a strategy of always/mostly defect. The superior strategy is generally tit for tat, so the proper response is to continue retaliating until the other participant stops defecting.

We must build complete communities by allowing six floors and corner stores across Vancouver.

This means ending the apartment ban. Using zoning tools to allow six-story apartment buildings across the city, especially in single-family neighbourhoods near transit, and allowing co-op, non-profit, and public housing to build higher and faster. Focusing on developing rental housing in neighbourhoods like Shaughnessy that have a very low population density and are close to transit hubs. Staff will be directed to approve these projects with no hearings required. 

This also means expanding corner stores across the city. Allowing more commercial use at ground floor level (corner stores, restaurants, small-scale retail, cafes) and live-work spaces across all neighbourhoods, and planning more ground-oriented spaces.

Once you see it, you can’t unsee it. In the 1970s, cities across North America (Vancouver, SF, LA, Toronto, etc.) *downzoned* to reduce allowed density. The result? Housing affordability worsened; growth forced outwards (sprawl). Many older apartments are now *illegal* under modern zoning.

Over a year in, City of Vancouver has now issued 34 multiplex permits. Median permit time for a multiplex was 266 days (almost 9 months). Most permits were for triplexes.

Yes, higher density (apartments) housing in Vancouver is indeed charged more per square foot than commercial, industrial, and lower density use. The less expensive housing (apartments are cheaper than townhomes or detached homes) do in fact pay the highest taxes.
