I can reasonably walk to things that are 1-2 miles away. Adding an e-bike lets me expand my "I use physical activity to get here" radius by a significant amount. That it uses less activity than a regular bike is irrelevant because I would not regular bike on these hills.

There's a real possibility of benefits to be had here but I continue to be skeptical that we won't capitulate public space to these (see introduction of cars in 1900s for reference) I think we'll start to see curbspace demanded for free. Once that's gone it's hard to get back.

The court is saying that the single-subject rule doesn't just bar multiple subjects in a single initiative — breaking multiple subjects into multiple initiatives is *also* not allowed if they are contingent parts of a whole. A huge win for the constitutional status quo when it comes to TABOR, etc.
The question thus becomes whether the result should differ when these two subjects are contained in separate initiatives but when the effectiveness of each initiative is expressly contingent on the passage of the other. We conclude that the result is not different and that when a measure's effectiveness is expressly
contingent on the passage of a separate and independent measure, the measure contains multiple subjects, just as if the measures were combined into one. We reach this conclusion for much the same reasons as are set forth above.
929 First, When the effective date of one measure is made expressly contingent
on the passage of a separate and independent measure, it is neither accurate nor
complete to say that the subject of the first measure is the single subject. Thus,
here, we do not agree that it is accurate or complete to say that the single subject
of Initiative #241 is to move the independent congressional redistricting commission from the state constitution to a statute. Such a statement would ignore
