I am a prior recipient of a NSF Postdoctoral Fellowship, have led and co-led multiple NSF grants as academic faculty, and have served as an ad hoc reviewer and on multiple review panels for NSF. I am also the co-founder of the Science and Community Impacts Mapping Project (SCIMaP) whose mission is to assess how changes to federal science funding impact research, health, jobs, and economic activity across the United States. I am writing in my personal capacity to recommend that the proposed repackaging of the National Science Foundation ‘Proposal & Award Policies & Procedures Guide’ (PAPPG) into a newly constituted ‘Guidance on Financial Assistance’ (GFA) should be withdrawn in full.

Interesting work that shows that frontier models are basically not improving in reliability despite them appearing to do better on benchmarks. Reliability is key to trust. Hard to imagine LLMs being trusted with critical operations until this is solved, *if* it can be. arxiv.org/pdf/2602.16666
