I always thought this was one of the silly elements of something like a Cyberpunk2077 setting, where cyberspace was a discrete space AIs could live in, rather than, y'know, the sum of a bunch of computers running in meat-space that could be destroyed or unplugged.

So 'blockade' as a legal thing in war has specific rules. There need to be specific military-related goods as contraband (you can't contraband food or medical supplies, for instance), and you need to give ships a chance to turn around. The latter basically requires using a surface fleet.

worth tying this into the political economy of the slave south as well. from roughly the 1820s onwards, slavery became enormously lucrative in ways that had never been seen before. slave traders became millionaires. large planters had tremendous purchasing power. just huge amounts of wealth.
