California law exempts ADUs under 750 square feet from ALL impact fees and requires impact fees on larger ADUs to be paid on a per square foot basis. Before SB 1117, a 751sf ADU had to pay all 751sf worth of impact fees. Now, the first 750sf are exempt and you only pay on the excess square footage.

Before AB 956 you could build one detached ADU in your yard and two ADUs from space within your home (one interior conversion ADU, one Junior ADU). Now you can build two detached ADUs in your yard and one interior conversion ADU. This is great news for people with smaller houses and/or big lots!

Californians: you're going to hear about the Starter Home Revitalization Act a lot over the next few years. In short, it legalizes small-lot infill ownership homes (ie townhomes and cottage courts) by-right everywhere housing is allowed, with strict approval deadlines similar to those for ADUs.

Left-NIMBYs love to pit welfare state expansion against land use reform, but the latter can 1) can achieve significant poverty reductions 2) without means testing or administrative burdens, and 3) at a net gain for the public budget, which can then be used to expand the welfare state.

People mistakenly believe that unfunded inclusionary zoning is a way to tax developers and rich people to fund subsidized housing for the poor. It is not. In reality, it’s a tax on working and middle class renters. Actual rich people, who overwhelmingly own single family homes, pay nothing at all.

While inclusionary zoning is illegal in the state of Indiana, we would never add IZ to our code. We actively worked with developers and determined long ago that without subsidy, IZ would kill most development. So we use tools like tax abatements & low interest loans to achieve our affordability.
