One of the things to come from GamerGate was the gamification of torturing real, live women...hounding them out of their homes, making them look over their shoulders for years. I don't think that America.gov is using Chinese open-source models, at least on the basis of "sometimes it won't answer prompts about June 4th, 1989" (and indeed, sometimes it will answer that prompt if you phrase it right).
