So what does this mean? Every calculation by CIHR based on rank percentile scoring is heavily affected by the number of common reviewers on a resubmission. I would argue the No # 1 bias issue to address to improve peer-review is to maintain common reviewers (at least 2 of 3) on all resubmissions.
