In Section 4.10, ICE says it wants contractors to use the intelligence they produce to help agents plan operations. The SOW doesn't say what kind of operations. These analysts support ERO, so it's fair to assume arrests are among them. A close DoD analog would be Intel Prep of the Battlefield.
Section 4.10 of the ERO ONE statement of work, titled "Analytical Support to Operational Planning." It says the contractor shall provide research and analytical support associated with authorized ERO operational planning requirements. Support may include background research, identification of relevant intelligence, analysis of trends or patterns, network or relationship analysis, review of geographic information, identification of intelligence gaps, and development of analytical findings concerning relevant risks, relationships or considerations. Intelligence Research Specialists may prepare intelligence summaries, analytical graphics, assessments, background products and briefing materials that assist Government personnel in understanding available information. A final paragraph says this support is analytical and advisory only, and that contractor personnel shall not approve operational plans, select enforcement targets, determine whether enforcement action will occur, direct Government personnel, commit Government resources, or exercise operational command or control.Chapter 1 of Army Techniques Publication 2-01.3, headed "Intelligence Preparation of the Battlefield Fundamentals." The highlighted definition reads: "Intelligence preparation of the battlefield is the systematic process of analyzing the mission variables of enemy, terrain, weather, and civil considerations in an area of interest to determine their effect on operations." The text says IPB lets commanders and staffs take a holistic approach to analyzing the operational environment, describing relevant aspects that may affect friendly, threat and neutral forces, accounting for all relevant domains, identifying windows of opportunity to leverage friendly capabilities against threat forces, and letting commanders act at a time and place most advantageous for mission success.
