SUSAN MCLAIN   OREGON HOUSE D29Willamette Week endorsement write up from May 2026: As chair of the House Transportation Committee, McLain played a key role in fumbling the top priority of the 2025 legislative session: a funding bill for the Oregon Department of Transportation whose last-minute failure embarrassed Democrats. She failed to build enough support for her package, even as her party held commanding supermajorities in both chambers. (The compromise version is about to die via the ballot box.) She tells us she couldn’t have worked harder or talked to more people, which isn’t exactly reassuring. If this was the best she could do, we wonder if McLain is any longer capable of forging the connections needed to push meaningful policy through the Legislature.

Worse, McLain co-chairs the Joint Committee on the Interstate 5 Bridge—perhaps the only project going worse than the ODOT funding package. In less than four years, as the Oregon Journalism Project revealed, the estimated cost of the project has more than doubled, from $6 billion to $13.6 billion. The replacement bridge may never span the Columbia River, but McLain appears to be in denial. She says the project has been “successful” because “we’ve met every target and goal we’re supposed to.” She refuses to concede costs have ballooned, or admit that her fellow committee members were outraged at project officials for keeping the new numbers under wraps. Discussing the bridge with her is like watching The Office’s Michael Scott drive his car into a lake on the instructions of his GPS.

Driverless cars would be great for seniors in rural communities, for example. But tech companies aren't going to make a lot of money catering to those people. The money is only going to be made in cities and by catering to wealthy people. That will most certainly come at the expense of transit.

Anecdotally: I-5 being closed pushed some folks to transit, and this is a brilliant example of a) why we need to just demolish the inner eastside part of I-5 and b) why when we do that it will be just fine.

It cannot be overstated: Urban capacity expansion projects are the *worst* way to invest in freight movement. They cost 10x more per mile than rural and suburban bypass projects, and almost all of the benefit is soaked up by commuters.

Yeah it might bankrupt our transit system, cook the planet, pollute our backyards with tire/brake dust/exhaust, and expose us to more traffic collisions, but at least those displaced by I-5 & their descendants can return to it and live above the noisy polluting freeway (???)

I am BEGGING the state of Oregon to realize that funding TriMet helps downtown recovery. It’s not just transit bringing folks to downtown, it’s also the fact that union TriMet employees make decent wages and those dollars get directly put back into small businesses in our city.

Interesting contrast between Spanish and Norwegian land use patterns. In Spain, you see fairly uniform medium/high density with well-defined edges, while in Norway most places are a mix of detached houses and low-rise apartments.

Barcelona gets more attention, but Valencia has fantastic urbanism too. Tons of pedestrian streets, excellent bus and metro transit, and lots of separated bike lanes. It's interesting to see mid- to high-rise apts as the dominant housing typology even in outlying areas.

My mom has decided to move to Sweden to pursue independent humanities research and teaching. A big factor in her decision was an unaffordable ACA premium with a five-figure deductible, plus the worsening political climate in North Carolina where she lives. It's maddening to see the US 1/

Contra to PCEF's founding model, I do think transportation decarbonization is going to have to be led by the City and TriMet since they control that infrastructure most directly. Shifting mode share for all trips to walking/rolling/and transit has to be priority #1 in that regard.

i generally find government agencies pointing fingers at other agencies to be petty / a bad look, but kudos to TriMet for being willing to make explicit that state legislators are the ones whose inaction led to the service cuts the agency is about to enact.
TriMet is one of many transit agencies nationwide navigating a funding crisis. Rising costs and declining revenues are forcing difficult decisions about service across the country.
In 2024, we asked the Legislature to increase transit funding through the Statewide Transportation Improvement Fund. When that funding did not pass in 2025, we announced a $300 million annual budget deficit.
Between July 2025 and March 2026, TriMet reduced expenses by about $150 million through
•Reduced bus frequency on nine lines during lower ridership hours
•Pausing planned future bus service increases
•Internal spending cuts
•A staffing reduction
Even with those cuts, rising costs and falling revenues have outpaced our savings and pushed our deficit to $224 million today.
•Transit operating costs are up 56% on average since 2019, including rising fuel costs
•Payroll tax, fare and federal revenues are not keeping up with cost increases
The TriMet Board has adopted a budget with $1.14 billion for service, operations, capital/maintenance projects and other requirements, begins July 1, 2026.
It reduces overall spending by about $64.5 million, mostly through 170 employee layoffs and eliminating hundreds of other positions. The reductions will affect both union and nonunion staff.
These cuts reduce the long-term deficit, but a $160 million gap remains. Without new funding, TriMet will need to make extreme cuts to our service.
We must reduce service levels by at least 10% by July 2028 to bring them in line with operating revenue. That means further service cuts will be proposed this fall for 2027.
We’re not cutting service by choice. We’re resizing the agency and the service we deliver based on the revenue we’re receiving.
