Disappointing outcome for the Zenith ISQ transfer deal but we have one more opportunity today to address safety & fuels at the CEI Hub. Tell Council we need clear, actionable language, a directive to redefine the use of “fuels” in the text & a data-driven approach to draw down the fuel at the Hub.

Here’s a bit more detail about our Fair Share Tax proposal, for those of you who like to dig into the legislative text itself. Here are the changes in the exhibit that describe which firms get relief and which large corporations will see a hike.
7.02.400 Exemptions.
(Amended by Ordinance 192163, effective May 8, 2026.)
The Division may require the filings of tax returns or other documentary
below, the following persons are exempt from payment of the business license tax, and/or the following incomes are exempt from calculation of the business license tax:
A. Persons whom the City is prohibited from taxing under the Constitution or laws of the United States, the Constitution or laws of the State of Oregon, or the Charter of the City.
B. Income arising from transactions that the City is prohibited from taxing under
State of Oregon, or the Charter of the City.
C. Persons whose gross receipts from all business, both within and without the City, amounts to less than:
1. $500,000 for tax years beginning on or after January 1, 2028;
2. $100,000 for tax years beginning on or after January 1, 2027 and prior to January 1, 2028;
3.2. $75,000 for tax years beginning on or after January 1, 2026 and prior to January 1, 2027;
4.3. $50,000 for tax years beginning on or after January 1, 2007 and prior to January 1, 2026; and
5.4. $25,000 for tax years that begin prior to January 1, 2007.
D. Corporations exempt from the Oregon Corporation Excise Tax under ORS 317.080, provided that any such corporation subject to the tax on unrelated
solely on such income.
501, provided that any exempt trust subject to tax on unrelated business2. For tax years beginning on or after January 1, 2027:
a. A surtax of 25 percent of base tax liability is imposed if a company subject
to this Section reports a pay ratio of at least 50:1 but less than 75:1 on U.S.

b. A surtax of 50 percent of base tax liability is imposed if a company subject
to this Section reports a pay ratio of at least 75:1 but less than 100:1 on U.S.

on U.S. Securities and Exchange disclosures.
d. A surtax of 250 percent of base tax liability is imposed if a company

on U.S. Securities and Exchange disclosures.
e. A surtax of 500 percent of base tax liability is imposed if a company
subject to this Section reports a pay ratio of 500:1 or greater on U.S.

We have the best fans in the league. And they deserve an owner who loves Portland as much they do. Too often in this discourse we’ve seen the giveaway boosters settle around this idea that Portland is a “flyover” city. I reject that: Portland is dope as hell and everyone knows that.

We budget carefully in my office. As a result we were able to provide the largest return to the general fund of any office, even after spending $100k on pedestrian and safety projects in D4.

Affordability is a top issue for Portlanders. I couldn’t support the Bull Run project knowing that water rates on household bills will go up about 10% for several years. I've been raising concerns about costs so I voted no along with @councilormorillo.bsky.social and @councilordunphy.bsky.social.

I'm proud to initiate this first step to ban NDAs in activities concerning data centers. Portland deserves transparency when government is engaging with an industry known to cause harm and rely on NDAs to do business. Urge Council to vote for the ban on data center NDAs until a moratorium is passed.

Councilor @councilorgreen.bsky.social and I introduced an amendment to strengthen enforcement and ensure accountability for safety and compliance. The amendment allows affected residents to ask the courts to enforce the franchise if ISQ violates its terms or the law and the City fails to act.

This stuff is precisely why I brought forward my amendment (Green 2) in the budget process: instead of a blank check for another year, let’s actually put some conditions on our vendors. Instead it appears that Portland Solutions helped the vendor evade oversight through a coordinated PR campaign.

I voted no on the Moda term sheet today. I offered a path to yes with my amendment last week that sought to limit our contribution to $120M by not pre-committing an additional $275M even after the renovation, and have paid for the $120M. Bc that failed I couldn’t support this level of public subsidy

What some of my colleagues fail to understand about the Billionaire Bailout framing is that when you upgrade a stadium it increases the value of the team that plays there bc revenues increase. Even though we own it we are still increasing the value of the team, which is a pub -> pvt subsidy.

Correction: the City Council moved toward approving a term sheet that commits nearly $400M in city funds, $120M of which is unfunded and $275M has no apparent justification. Had my amendment passed we could have at least found the $120M. Ah well, nevertheless.

My amendment with @counciloravalos.bsky.social to limit the City’s commitment to $120M instead of $395M given that we have exactly zero details about what our dollars will fund just failed 5-7. Had the amendment passed we could have used the Spectator Fund to bond for the $120M. Now we can’t.

Did some modeling at the dais to show you what would happens if we pass my amendment: we’d generate free cash flow from the current encumbrances of Moda fees net of debt service on a $120MM bond issuance. No PCEF $, no general fund obligation and reduced public contribution by 2/3rds

As of now we have received 138 pieces of written testimony. Of that 71 submissions are opposed to the term sheet, 46 in support, with 21 registering support with changes. Lot of nuance in the comments and I’m reading each them, along with verbal testimony.

Just want to acknowledge here that while I wasn’t aware of the burn ban, it was still a dumb thing to do and you gotta check these things. Especially me. I didn’t, I own that, and I am really grateful for the responders on Engine 18 who showed up to make sure the situation was under control.
