It's not so much that payment processors are prudes, it's that prudishness is a great way to define a punishable outgroup and ingratiate yourself to the enforcers of that punishment by offering them protection in exchange for an economic monopoly over your field.

I think there's this sort of proto-fasiscm angle where sustaining payment monopolies requires government intervention, and elected officials are highly motivated by sex scandals. Closer in spirit to the church being footsoldiers of moral policing as a way to maintain power over the crown.
