It’s important to note “those with the most severe and debilitating disabilities would not lose any money.” But we know too often state tests are not accurate in judging “severe”, just as we know people with less severe conditions still face vast expenses and discrimination.

I don’t understand this “very British/very English” framing. According to the Today programme it was “very English” that a member of the public called the police on seeing something dodgy. I’d no idea this is a specifically English thing. Perhaps we can encourage other countries to adopt this idea?

The uk state is an endless cycle of (1) create bad tax (2) realise its a bad tax but don’t admit defeat so create loop holes for the activity you accidentally crushed (3) get mad people are using the loop holes (4) make the tax worse to try and stamp out (3). Just scrap stamp duty honestly.

There's a lot you can criticise the Tories for 2010-2014, but I do think the absolute mess that Osborne made of our tax system is up there. It's why Reeves promises to keep it have largely doomed Starmer and Burnham to the same piecemeal interventions.
