I love that Lake Forest Park councilmembers are calling neighborhood commercial legalization an expansion of "cozy retail."
Cozy Retail in LFP
Councilmembers Josh Rosenau, Semra Riddle, Paula Goode
Committee of the Whole, 10/18/2026Cozy and cozier
Neighborhood Business zones
• Retail and office use
• Areas created from annexations,
without a cohesive overall design
• Seeing excess demand, served via
popups and carts
• On highways and major arterials,
serving customers from beyond
the city as well as neighbors
New Cozy Retail uses
• Small shops or cafes
• In garages, ADUs, driveway
popups on residential lots in
neighborhoods
• Can revert to purely residential,
possibly with further labor
• Primarily serves neighbors in
walk/bike/roll distance
• Meet health, ADA, noise, etc.

It'll be a few years till most places are on the 2027 code. If you you want to build one of these now, this is a decent justification for making an Alternative Means and Methods Request to do it early. Reach out to your code official and ask how it would be received! Let me know how it goes.

The federal permitting reform bill is *EXTREMELY good,* folks. If we want abundant housing, transit, and green energy, we need to pass it. ✅ Fewer projects would be subject to NEPA ✅ SEPA/CEQA count for NEPA ✅ Statutory deadlines for review ✅ Vastly reduces frivolous appeals/lawsuits

Quantum is poised to become a multi-trillion dollar industry in the next few years. We think New Yorkers should share in that profit.

That's why we negotiated that New Yorkers get board seats and a 15% stake of intellectual property that comes out of NYU's Quantum Fabrication facility.

Because all New Yorkers should benefit from the economic success of this city.
