Reread your post! At a walk you've got a lot more leeway, but to the knee in the front or the hock in the back is enough of a drop to surprise everyone into responding poorly. I'd blame the rider's freakout as the cause of the horse's.

At speed, a misstep + sink could cause anything from a sprain, to a break, to a flip. The horse could be fine but the girth could slip or snap, or the rider could be thrown. I saw a horse flip forward at a gallop, the rider bailed off, so they were both fine but def disrupted.
