They misunderstood that they were paying protection money not bribes. Bribes are mutually beneficial. The president doesn't believe in that. Protection money is instead paid only to protect you from the person you're paying it to. And the terms can change at any time.

One of the ways you can tell Trump had a mandate (in the American sense of the word) is that pretty much every institution in American life got out of his way and allowed him to enact his agenda for the first ~year of his presidency. This notably did not happen in 2016.
