Figure shows industrial policy, manufacturing employment, and TFP growth. Each bubble represents a country. The x-axis shows the average industrial policy intensity over the 2002-2019 period. The y-axis shows the change in manufacturing employment share (left panel) and the log change in TFP (right panel), on average, over the same period.

Industrial policies are a key feature of many countries running persistent trade surpluses. This column develops a framework to examine how industrial policies shape global imbalances and asks whether countries should worry about trade deficits, in the context of the ‘Second China Shock’ affecting mostly innovation-intensive high-tech sectors. The findings suggest that countries negatively affected by global imbalances should include industrial and innovation policies as part of their policy toolkit.

(Forthcoming Article) - A sender wishes to persuade a group of receivers but can only communicate with one target receiver. The target’s actions, in turn, may influence others. Who should she target? How should she customize her communication? The sender optimally customizes communication to the target as if other receivers did not exist and trades off popularity against influence: she may optimally target less popular receivers. We characterize a measure of a target’s market influence that the sender maximizes and show that, in large markets, she strictly prefers less customizable communication if the market is more polarized or if high-popularity influencers are rare.

Interesting new QJE paper shows inflation gets more attention when people are more exposed to it and when they have past inflation experiences. Those with inflation top of mind follow more inflation news, raise inflation expectations more; firms are more likely to raise prices.

AJPS article: "Breadwinner Backlash." Abstract: Low-skilled men have long been vulnerable to globalization, decarbonization, and other forms of economic disruption. When shocks are realized, women often increase their paid labor to compensate for men's loss of income. We study how layoffs of low-skilled men and concurrent shifts in workforce composition toward women affect voting. We theorize that this labor market rebalancing produces “nostalgic” coalitions of men and women that seek a return to male-breadwinner family models. Such attitudes fuel right-wing movements that pledge to protect conservative gender roles. Evidence from local labor markets and voting in the United States over the last two decades, as well as a longitudinal study tracking individual Americans over several decades, support this theory. These findings contribute a new gender-based account of the globalization backlash.

In Saxony-Anhalt, there's a clear pattern: the higher the share of commuters, and of those with a commute over 300 km, the higher the AfD vote share (r = +0.44 / +0.31 / +0.30, all p < 0.001).

In the wake of the recent state elections in Germany, there's a lot of debate about what's driving the strong AfD results — migration, distrust in institutions, the east-west divide. Authoritarian governments survive partly by shaping the comparisons their citizens make. People judge a government not against an absolute standard but against a reference point: the country's own past, or other countries. This project asks which comparison most affects whether citizens of an authoritarian state support their government and its institutions. The study offers the first experimental evidence on whether controlling the reference point is a tool of authoritarian resilience, and on which comparisons threaten or reinforce it.
