Can the president unilaterally impose tariffs on foreign countries?

No inherent, unlimited power. The Constitution gives Congress the power to lay duties and regulate commerce with foreign nations. The president may impose tariffs only when a statute authorizes it, and then only within that statute's limits.

Who pays tariffs levied on other countries by the United States?

The U.S. importer pays the tariff to the U.S. government. Foreign governments do not send that check.
