I actually don't think the Republican Senator mixed up "Hawks" and "Hawkeyes." Going by his own statements, it appears his staff saw he went to a basketball game on that date and googled basketball games and found the only men's game that night in the whole country was in Atlanta.

The immediately following sentence seems to make this pretty damning for Biden. It is indeed true that a PTOUS has exceptional discretionary power to suspend military assistance, so why didn't he do so? Especially after three State Dept bodies said Israel was in violation of US arms transfer law.

The Situation Room connected the call. Biden jumped in. “Bibi, man, what the fuck are you doing?” He gripped the phone tight. “You think I’m Santa Claus? No Santa in Israel, pal.” When Netanyahu asked what he meant, Biden said he could cut off military aid to Israel with the snap of a finger, leaving the country on its own. Netanyahu retorted that Israel would defend itself even without the United States. (We later learned that he concluded from this call that we were cutting military supplies.)
