New open-access paper: Direct File showed that govt could build its own user-centered platform without relying on contractors. But the product was killed after a DOGE lead spoke with the private tax preparation industry lobbying against a private option. onlinelibrary.wiley.com/doi/10.1111/...
The ability of governments to build and sustain public interest capacity partly depends upon the position of private interests, and the ability and willingness of a government to resist private interest opposition.
The Internal Revenue Service (IRS) built a digital tax reporting service, Direct File, that created significant public value for users.
Direct File depended upon the creation of internal capacity: a government digital service team that could build digital platforms, rather than procuring a product from private vendors. Government control of the process allowed agile development and iterative improvement that would have been impossible under a traditional outsourcing model.
Long-standing opposition to Direct File by the private tax preparation industry, combined with Trump-era downsizing by the Department of Government Efficiency (DOGE), led to the elimination of the tool.

New working paper: the Norwegian wealth tax was a huge success. The "exodus" of wealthy people never happened (less than 100 individuals left). Tax revenue increased by 71.5%. No changes in business activity or investment. www.nber.org/papers/w35854
Taxing Entrepreneurial Wealth: Evidence from
Norway, 2021-2025
Marius A. K. Ring
WORKING PAPER 35854|
DOl 10.3386/w35854
ISSUE DATE October 2026
Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.
Across settings, I find no evidence that Norwegian-owned firms pay out more dividends or invest less after the reforms,…

Easily my favorite detail:
There was the incident that became known as "the Lauren error": One day, her daughter Lauren, then four years old, was playing with
the command module simulator at the Instrumentation Lab when she somehow activated a pre-launch program, called P01, while the simulator was in midflight — which crashed the simulator altogether. Hamilton created a program add-on in the technical documentation warning users not to launch
P01 during flight. She also proposed a software fix to prevent the error happening during a real mission, but she was overruled on the grounds that the highly trained astronauts were never going to make that same mistake. Yet during the Apollo 8 mission in 1968, that's exactly what happened: Jim Lovell inadvertently launched P01 during the flight, causing the on-flight navigational data to vanish. Hamilton and her team were called in to solve the error, and after that her proposed changes were
integrated into the program.

It is extremely unwise to offer praise to an emeritus professor. And to prove the point, here are the next few paragraphs...
Imagine sitting at a desk in total darkness and wanting to know what is on the desk. You would extend a hand out until it touched something, then you would feel around about to get a sense of the shape of the surface you had touched. You would be trying to find edges, corners, creases. Once found, each would be followed until something else interesting was touched upon. You would not start at the far top left corner and move across to the extreme right then down a little, back to the extreme left, down a little, back to the extreme right, down a little and so on. This is how a mindless robot might do it. Your way is a way in which the information that you obtain structures your search intelligently; the robot is doing it in an unstructered fashion. When your hand touches something on the desk, it explores the immediate vicinity because it knows that what it finds in this neighbourhood will be related to what it has just touched. Now contrast the ways in which a camera and an artist might record a scene. The camera never lies, and we tend to think of it as a metaphor for our eyesight. In truth, we would be nearer the mark if we were to look to the artist, painting first with his coarse brush and then building within and over these broad strokes with finer details. This is a paradox: the speed of the camera seems more akin to the dynamics of vision than does the painstaking care of the artist. But this is an invalid comparison: the camera hasn't seen anything, the artist has. The artist notices that adjacent points in the scene tend to look alike, and that this is more true the less detail he attends to. The artist has found the patterns, many rather regular, that exist in the scene, and the brush strokes represent this discovery andunderstanding. The camera lens forms an image all the time, and for most of the time the process of image formation is completely pointless. The artist, on the other hand, paints his image always for a reason. The camera is a passive device, always producing the same image for the same scene; but the artist will never produce the same image for the same scene. The artist is an active device: the scene is moulded both to the physical frame of the canvas and to the psychological frame that is the artist's vision. The artist's attitudes and feelings about himself and his environment interact with his task of recording a visual experience.
