imo it's hard to beat the original starter set adventure "Lost Mine of Phandelver" as an intro to both playing AND running a game for the first time there's now a phandelver book and i believe the second starter set adventures are all supplementary to it also check out 5e.tools

Yeah if it's in user PDS you'd have to just trust it, unless app writing the record did some sort of signing/metadata to verify For something like D&D I think that's fine If you had a generic dice lexicon tho apps could choose where to store that, ie app side if it's something competitive
