tough to overstate how quickly science funding in New Zealand has been blown to pieces - on Friday the NZ govt straight up disbanded the Marsden fund (our version of the NSF) it'll be replaced by a 'transition fund' with less money and zero information, as of yet, about what it will support #nzpol
New transition fund provides continuity while backing bold ideas
Published: 14 May 2026

A streamlined Transition Research Fund has been announced for 2027, aligning science funding with national priorities and supporting a focus on outcomes that benefit New Zealand.

The fund was developed on advice from the newly established science funding decision-maker, Research Funding New Zealand. This new fund brings investigator-led research into a single fund with three funding mechanisms:

Talent Development supports future research leaders to build capability, test ideas and establish independent careers.
Projects enable bold, innovative research with strong potential to deliver meaningful benefits for New Zealand.
Programmes support ambitious, collaborative research tackling complex challenges and delivering transformational outcomes over a longer term.
It supports research from early discovery through to larger scale programmes with a focus on delivering impact for New Zealand, in line with national priorities for science, innovation and technology.

The Prime Minister's Science, Innovation and Technology Advisory Council recommended the following four priority areas for public investment:

Primary industries and the bioeconomy.
Technology for prosperity.
Environmental sustainability and resilience.
Healthy people and a thriving society.
Priorities will be confirmed in the Science, Investment Plan expected to be released mid-2026.

The Transition Research Fund brings contestable funding which would have otherwise been delivered through future rounds of the Marsden and Endeavour funds into a single investigator-led research fund.

It will open for applications later this year.

The total first year investment in the Transition Research Fund in 2027 will be up to $84.4 million. The Transition Research Fund will invest up to $300 million over five years in total.

Final funding decisions will be made by Research Funding New Zealand, with all funded projects showing clea…

Finance Minister Nicola Willis planned to meet with UK supermarket giant Tesco in June last year, along with several other submitters to the Government’s request for information on the grocery sector, documents show.

However, according to the minister, the meeting did not go ahead, and the supermarket opted not to participate in the process.

The request for information (RFI) was announced in March last year, with the aim of exploring what barriers prevented a new competitor from entering the New Zealand supermarket sector.

The RFI was created in response to growing pressure about the supermarket duopoly between Woolworths and Foodstuffs.

Despite nearly a year since it was announced, no news has come of any prospective new entrants to the New Zealand market, nor any expansion of existing retailers that could take on the duopoly.

This is really the damning part of this Newsroom story about the rates cap gimmick. They had their performative policy and weren't very interested in being told whether it made sense or not. newsroom.co.nz/2026/01/15/r...
Unfortunately, as Watts pretty much conceded to his ministerial colleagues, a high-level departmental assessment of the quality of that regulatory impact statement had been scathing.

It had been rushed, the quality assurance panel said. There had been no public or stakeholder consultation. It sought to deal with an extremely complex area with just a narrow range of options, that were constrained by earlier Cabinet decisions to progress a rates cap, sight unseen.

The proposal was “incomplete in design and operational detail” and ministers didn’t have enough information to make properly informed decisions.

There was a mismatch between the problem as ministers perceived it (lack of fiscal discipline by local authorities) and the actual evidence (that councils were subject to unavoidable cost pressures).

In short, the official advice “fails to maintain a consistent focus on the identified problem and strays at times into discussion of limiting local authority expenditure decisions, rather than rates increases”.

Essentially, officials had identified a credible problem with the impact of recent sudden and high rates increases on ratepayers trying to budget their household costs – but they’d been captured by ministers’ perceptions of excessive council spending, rather than seeking solutions to the actual problem.
