City Centre: bikes now 1 in 3 in rush hour

A Spokes traffic count in George Street and Princes Street on 24 September found bikes forming over 30% of all vehicles in the morning peak period, and over 20% at lunchtime. Other findings suggest a major boost to bike travel thanks to the Council’s Voi bike hire scheme.

Our count was conducted to add concrete evidence to current uncertainties over the future of both streets, with Princes Street likely to remain 4 lanes of tarmac for the some years to come and no funding available for the ambitious but extremely costly George Street proposals for a semi-pedestrianised ‘cycle street’ (albeit with significant motor traffic at times!). The money which had been intended for George Street will now go to repaving Princes Street footways with high-cost materials in what Cllr Lang termed a “glorified resurfacing project.”

Thus, whichever east-west route best suits a cyclist’s journey, Princes Street or George Street, cycling conditions in both look set to remain dire, with a major central gap remaining in CCWEL, the Council’s City Centre West-East Link, unless the Council thinks again.map showing CCWEL missing link along George Streettable of main results

In a strange parallel world today, I'm in Edmonton whilst they are constructing a 2nd tram line across their city centre. Segregated cycle paths are included, but most impressive are the many temporary bridges for cycling and walking across the excavations

Toucans closed on major bike routes

The toucan crossing of Marchmont Road on the Bruntsfield to Meadows arterial bike route has been closed, to allow cars unfettered passage through nearby roadworks. This follows a not dissimilar example at the Buccleuch Street crossing at the east of the Meadows. Forcing cyclists and pedestrians to take their chances with traffic at these long-established crossings of major bike routes is not good enough – and better examples elsewhere in the city have shown it is unnecessary.

Spokes has been in extensive correspondence with the Council over the Buccleuch Street crossing and we now have written, joint with Living Streets, over the even more unacceptable example at Marchmont Road – see full text below.

If there is no satisfactory resolution, we will consider a formal complaint to the Scottish Roadworks Commissioner, which can result in a compliance notice or the risk of a large fine.picture of the closed active travel route, whilst the road remains open to motor traffic including driving through the crossing without functioning traffic lights.

Princes Street – update

A major council workshop of some 100 councillors, officers, experts and community representatives (including Spokes) to discuss the future of Princes Street and the Waverley Valley was held on 8 June. Specifically on Princes Street, the discussion boiled down to two alternatives: the officers’ preferred “Ambitious Pragmatism” solution which comprises footway repaving and some other enhancements (as below); or “Complete Rethink” which means rethinking the roadspace, to give much improved pedestrian space and segregated bike lanes.

Paul Lawrence, the Council’s Chief Executive, stated that officers will now consider all points raised at the workshop and prepare a set of options for councillors to take decisions in September.From the spokes article...

The Ambitious Pragmatism content and rationale were laid out in an overall presentation and a more specific briefing on transport aspects. As can be seen from the above slide, the Princes Street element of this basically comprises repaving footways, some widening to the south footway, improved seating and garden accesses.

The Complete Rethink was exemplified by a presentation from Richard Murphy, expanding on his earlier material as in our 25 Feb article. Since his presentation is 36MB, and includes a lot on Princes Street gardens, we have not uploaded it, but have extracted relevant slides around Princes Street itself.Spokes input

Although the only presentations at the workshop were by officers and professionals, points made by Spokes during discussions included…

    Whilst George Street is important for many bike journeys, for many others there is no sensible alternative to Princes Street. For example, to use George Street when travelling from Waverley station/ Waverley Bridge to the West End would entail turning right off Princes Street whilst crossing tramlines [see section 1 of our February article]
    We believe that cycling is at least as prevalent on Princes Street as on George Street, and is likely to grow with the increasing use of the Voi bikes in the city centre. The Council has not published any figures on this, and Spokes hopes to organise a count after the Festival
    The dangers of bike/tramline crashes on Princes Street are real, not imagined, and we are not convinced that this, and the resulting injuries, are being taken seriously enough. For example, this is not mentioned in the above transport-issues paper. Yet, see this BBC Scotland report detailing crashes, injuries, the death of Zhi Min Soh, and compensation paid by the Council following early successful court cases brought by victims. Here is a more recent example, from January 2026. Fortunately, the rate of crashes appears to have declined since the early years, as the Council has tackled known blackspots. However, analysis of tramline crashes reported to Spokes suggests, perhaps unexpectedly, that roughly 50% occur not at crossing-point blackspots, but at random locations when the cyclist is travelling in the same direction as the tramlines, not needing to cross them, but is forced into them by traffic, or encounters them for other reasons. The only realistic safety solution is physical separation from the tramlines.

The work to improve the space around the King’s Theatre is now complete. We’ve worked with the King’s Theatre to create step free access through the main entrance as part of their ongoing refurbishment plan. We’ve also increased pavement space to make it easier for pedestrians to get around.

Spokes traffic count May 2026: Bikes up everywhere!

Our regular May traffic count, at Lothian Road and Forrest Road, found bikes up everywhere: northbound and southbound, morning rush hour and lunchtime. With car numbers fairly static compared to last year, bikes rose to 19.2% of all vehicles in the morning and 12.3% at lunchtime, our highest post-pandemic figures. At Forrest Road, morning bikes formed 31% of all northbound vehicles, almost one in three.

Parallel counts by Spokes Porty members found the highest ever number of bikes during both time periods, whilst analysis of automatic counter data by Edward Tissiman (below) has found substantial 2026 bike use growth on Leith Walk.

Interestingly, car single-occupancy in our central area count fell to its lowest ever level, although that was not the case at Portobello.

#Holyrood2026 : Travelling Backwards

The Holyrood election on 7 May is critical to active travel and wider transport policies and budgets for the next 5 years.  Is there a local project being planned that you’re looking forward to? – in Edinburgh, say Meadows to George Street, or Portobello to Musselburgh? When and if such projects will happen depends largely on the existence and size of the Scottish Government active travel budget.

Sadly and shockingly, in view of the climate crisis, the cost of living crisis, and the need for healthier lifestyles to help the NHS crisis this year’s manifestos mark a massive deterioration in active travel policies as compared to the 2021 election – or even 2016.

Despite being a local history site Threadinburgh does like to try and keep things topical sometimes, so when news broke that car park operator NCP had entered administration with huge debts I felt it was an opportune moment to take a quick look into its most prominent Edinburgh location; Castle Terrace Car Park. Any attempt at a quick and easy piece of research and writing soon went out the window however as this multi-storey story proved to be far more interesting than even the most ardent fans of B-listed, reinforced concrete car parks might have imagined. We have received the email below about a drop-in, this Saturday 7 March, 10.30-2pm at the Botanics Visitor Centre.  It is about...
 
"sustainable drainage measures along the length of Arboretum Place and around the entrances to Inverleith Park and the Royal Botanic Garden Edinburgh, including placemaking opportunities between the two."
 
We are disappointed there is no mention of improving cycling conditions at the same time, and indeed without such consideration, conditions could worsen.   The current road layout already encourages car dominance, with long wide stretches.
 
The opportunity could be taken to incorporate bike lanes along the whole of Arboretum Place, separated from the main carriageway by the sustainable drainage measures, as has been done in several other towns, such as these two examples from Waltham Forest in London

Secondly, protected bike lanes along Arboretum Place could usefully be extended north along Arboretum Road to link to the Ferry Road bike lanes.  Although these are now in poor condition they are due (eventually) to be converted into proper segregated lanes.

Princes Street & George Street – the future


Following the Council decision of 12 February 2026 on how to use revenue from the Visitor Levy, there is considerable uncertainty around projects to improve Princes Street and George Street, in terms of funding, timescales and project scope.

Spokes has therefore written to Transport and Environment convener Cllr Stephen Jenkinson suggesting various options which would provide wider footways and safe and attractive cycling conditions in both these world-renowned streets. For George Street, low cost interim options are suggested if funding for the full scheme is not likely for the forseeable future.Drawing of CCWEL cycleroute showing the missing link in George Street.

In the case of George Street, this has been chosen as the route for the central core of CCWEL, the City Centre east/west link, the west and east sections of which are now complete and already continue east down the whole of Leith Walk and onwards, nearly to Ocean Terminal. George Street is an essential missing link – see Fig 2.

Following the visitor levy decision we are unclear if the existing proposals can still be funded. However, if they are not going ahead – or not in the relatively near future – then we urge that low cost changes are made as rapidly as possible to complete CCWEL, including connections at Charlotte and St Andrew Squares, and to improve pedestrian conditions. We suggest two alternatives, even if they are only interim solutions for a number of years.

Remove central parking, and reduce traffic lanes from 4 to 2, with wider footways and unidirectional kerb-protected cycle lanes on both sides

This type of approach was in fact accepted to be a feasible low-cost option by transport officers in a TEC debate a few years ago, when concern was growing about escalating project costs, but was rejected in favour of developing the more comprehensive, but costly, current scheme.

It also has the advantage of preserving symmetry, a major concern for heritage groups.

Under an initial or temporary low cost, scheme, the central setts etc could be retained and the space repurposed, for example seating and planters with trees. The proposal would ideally also be accompanied by restrictions on moving traffic, for example allowing only taxis, buses and necessary deliveries, although this could be a later stage so as to aid early implementation.  The removal of central area parking would in any case substantially reduce private motor traffic.

The proposed draft guidance, whilst including many worthwhile proposals, has one over-riding failing, in that it completely neglects the huge area of land occupied by roadway, and assumes it must stay as now. It is as if we have separate Planning and Transport departments rather than a unified Place department. This cannot be the right approach for a holistic view of Princes Street and the Waverley Valley. Nor is it right that large amounts of money should be invested without the whole area being considered in a unified manner.
The earlier, consultation, proposals were widely criticised by the West End and New Town Community Councils, by internationally renowned Richard Murphy architects, and others for lacking ambition and imagination. Nor did they go anywhere near the recommendations of the Council's commissioned report by urban designer Jan Gehl, way back in 2010, who identified "cycle and pedestrian priority" and reduced vehicle presence as "essential" for Princes Street to achieve its "huge potential." Sadly, the draft Guidance document presented today shows little change in these respects. It fails to live up to what is expected in the heart of a modern European capital.
Richard Murphy Architects have put forward the sort of approach which takes these issues seriously (website; full report) and looks at how the entire area, including the roadway, can be transformed into a place catering properly for walking, wheeling and cycling, together with effective tram and bus services, and with much greater scope for enjoying the incredible setting of Scotland's premier street. Resurfacing of the footway and carriageway is very costly and presents a rare opportunity to modify kerblines that may not return for another decade or more.
In addition to footway extension, carriageway redetermination presents an opportunity for protected cycle infrastructure. Princes Street continues to be a popular cycle route for many journeys, including to destinations on the street itself. Indeed, anecdotal and crowdsourced evidence suggests it continues to be as or more popular than George Street.bus, taxi, tram & bike congested in Princes st (old photo, but still the same!)
