New working paper: the Norwegian wealth tax was a huge success. The "exodus" of wealthy people never happened (less than 100 individuals left). Tax revenue increased by 71.5%. No changes in business activity or investment. www.nber.org/papers/w35854
Taxing Entrepreneurial Wealth: Evidence from
Norway, 2021-2025
Marius A. K. Ring
WORKING PAPER 35854|
DOl 10.3386/w35854
ISSUE DATE October 2026
Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.
Across settings, I find no evidence that Norwegian-owned firms pay out more dividends or invest less after the reforms,…

I did some digging because facts were getting drowned out.
The building has never been legally permitted as a restaurant. It's zoned as a grocery store (which is what it was from 1904 until ~1995). When it became a cafe, no use permit was filed. This isn't a secret or a recent discovery - it was explicitly litigated in 2010-2011.
The garden fight already happened, 15 years ago. In 2010, Ericka Burke and Heather Earnhardt were building out the backyard patio with plans for outdoor dining and chicken coops. A neighbor (Paul Jones) filed a DPD complaint, which surfaced the whole permitting issue. DPD issued a formal warning. A hearing examiner (Scott Kemp) ruled in 2011 that VPC could continue operating indoor with conditions, but the garden was explicitly restricted to "no restaurant use." Signs were required. The patio expansion was halted. There was a neighbors' blog, letters to DPD from both sides, the whole thing. It's all documented in CHS and The Stranger
from 2010-2011.
The city didn't act for a while. That's true. The 2011 determination set the rules, and then nobody really enforced the garden restriction for over a decade. The current ownership (James DeSarno) bought the property in October 2020 for $1.6M - with all of this history publicly available.
CHS was explicitly covering VPC as a zoning case study at the time of the restart.
What's happening now is enforcement of an existing determination, not a new rule. The city isn't inventing a requirement. It's applying the 2011 conditions that have been the legal status quo for 15 years. The fact that the garden was tolerated for a period doesn't create a vested right.
The constructive path is straightforward: get the permit, make whatever modifications are needed, or work with the city on a conditional use. Seattle's comprehensive plan update is literally trying to make this category of small commercial-in-residential use easier to legalize going forward. That's the actual policy lever. Petitioning the city att…

4 WHEN YOU SEE A WOMAN WALKING BY HERSELF, LEAVE HER ALONE.

3 WHEN YOU COME ACROSS SOMEONE WHO IS DRUNK OR ASLEEP, THE BEST THING TO DO IS NOT RAPE THEM.

6 CARRY A WHISTLE. IF YOU THINK YOU MIGHT RAPE SOMEONE, BLOW THE WHISTLE UNTIL SOMEONE COMES TO STOP YOU.

2 USE THE BUDDY SYSTEM! IF YOU CAN'T STOP YOURSELF FROM SEXUALLY ASSAULTING SOMEONE, ASK A TRUSTED FRIEND TO ACCOMPANY YOU AT ALL TIMES TO STOP YOU.
