But once you get there, there’s no real next step. The existence of actual money to pay for things regularly to live on. A friend won a lot of awards in fringe with a play. He was of course asked to do a seminar on “improving access for working class artists”. They did not offer a fee.

Yep. If people turned up every day to make widgets at a factory, the factory sold those widgets at a profit but didn’t pay its workers a living wage it would be called what it is: exploitation. Arts and entertainment, however they are distributed, are no different.

And the work that does make it into the public space then is stripped of its monetisation. All the digital channels paying zero repeat fees. YouTube with its adverts for multinational companies bookending content scraped off the BBC, with nothing going to the creators or back into programmes…
