I had to learn that hagwon's really are just learning centers. Someone I know went to a hagwon to learn piano when they were 5 years old. They also learned to read and write. The hagwon provided transportation for each kid.

If this is your unconstrained optimization problem end point for a 30-40 year policy project, that is fine. You shouldn't pre-compromise. But with a "project 2029" label it comes across as puppies and rainbows stuff. And you don't want to rush implementation (::cough Quebec::).

Removed stuff that had low yield. Extended benefits and made them more generous when they worked/were popular. Expanded eligibility. We have no systems. It isn't just a matter of political feasibility it is infrastructure/capacity to do any of this.

The other thing is that this is the equivalent of hitting the accelerator and going from 0 to 120 mph in 2 seconds. The systems various countries have put into place have been built in stages over the course of the last 30 years. They added and extended benefits on top of existing systems....

Coming from a different perspective, I think there is superficial intuitiveness to the concept which collapses as soon as you get into the details and there are lots of reasons to not want to go down this road. For example, any high investment economy will have a lower labor share.

Do we really want to build in the intuition that massive investment spending to retool the economy for decarbonization is inherently a plot against the working class? Household income and wealth is both more intuitive and more actually relevant in terms of inequality.
