The more I look at the proposed tourist tax, and having read the excellent Tax Policy Associates paper on the subject, the more I think it is a mistake to make it an ad valorem tax. It is sheer tourist numbers that are the issue. A flat per capita per noctem tax would be much better.

If "legitimate concerns" were considered to excuse illegitimate methods, then nobody from Just Stop Oil or Palestine Action would have been arrested. So we know it doesn't. In fact that phrase is only ever used in one context. Only in that context is uniformed mob intimidation "peaceful protest"
