Here is the practical problem of delegation and governance. It is impossible for a small set of busy political actors - whether it be Congress or the White House - to know what are good bets on science. They have to delegate to experts. That is why Congress can't specify grants in legislation.

After unexpectedly winning her first blue ribbon for a sewn cape in 1981, Carol St. Clair Johnson developed an enduring love for the New Mexico State Fair. The quilt Fair New Mexico-41 Fair Years incorporates more than six hundred of the ribbons she won at the fair every subsequent year except 2020 (when the fair was canceled because of the COVID-19 pandemic). Johnson earned ribbons for needlework, knitting, crochet, pies, cookies, cakes, canning, jewelry, flowers, vegetables, and potted plants. The title of the quilt is a reference to the state song, and the design places the state's Zia sun symbol at the center. The quilt earned Johnson yet another ribbon: Best in Category (miscellaneous quilt) at the 2023 New Mexico State Fair.

Effectively Unfundable
Aaron Scherer, PhD, associate professor of internal medicine at the University of lowa's Carver School of Medicine, studies why people do or don't get vaccinated. On April 1, 2025, his career-development award — which covered most of his salary — was abruptly terminated. The reason he was given, he said, was that 'it is the policy of NIH not to prioritize vaccine hesitancy." With vaccine-preventable diseases resurging, he said, the decision made no sense.
The fallout reshaped his career. His project manager left; his department had to absorb his and his graduate student's salaries. Because his planned next grant was also on vaccine confidence
— now effectively unfundable — the award meant to launch his independence instead left him starting over. He has since submitted three proposals on unrelated topics; the earliest, he said, might be funded in April 2027, if at all.
. "95% of my salary is
supposed to come from grant funding,'
" he said.

Why will so many vulnerable Americans lose their benefits? In short, both beneficiaries and states will be overwhelmed with new administrative burdens. In addition to cuts in the value of SNAP benefits, many beneficiaries will lose coverage because of added work requirements—which have been repeatedly shown to push eligible people off the program, but not improve labor force participation.

Others, however, will lose benefits because *state administrators* are facing new administrative burdens, which will push them to reduce their SNAP caseloads. The bill, by design, is forcing state governments to take the blame for millions of Americans going hungry.
