“The arrangement would give Vought, the director of the White House Office of Management and Budget, a direct role in determining how NIH distributes its $48 billion in congressionally-appropriated money.” Bypassing the many checks and balances at NIH on grant funding decisions.

We already do this and companies who want them are happy to pay for PhD student interns. Why do precious and limited NSF funds need to be deployed for this? Most PhD student pursue industry jobs anyways - that has always been true. Use NSF funds to support basic science that industry wont support!

OMB must answer substantive comments. It can batch and dismiss form letters. So make yours impossible to average away: "[200.340] I'm in year 3 of a 5-year PhD funded by an R01. This rule means my advisor's grant can end before I defend." One section. One fact. One consequence.

Each NIH dollar returns $2.57 in economic activity. China's 2030 BCI roadmap commits $1.4B to copy what US open science built over 50 years. This rule guts the pipeline that produced it, while Beijing recruits the early-career scientists we push out.
