Kindly disagree on this one. In my view, you could go quite far legally with an Associate Agreement based on Art. 217 TFEU. Still requires unanimous support from member states and political will to go far, but in my view not treaty change or referenda.

So who "won" the Swedish election? Narratives after parliamentary elections are hard. The center right gained support but will lose power, and the Social Democrats lost support but will gain power. The radical right Sweden Democrats are the clear loser, losing support and power.

It is strange to see yourselves in the history books, but perhaps to be expected after 30 years! This is from a review of the new Donald Dewar biography. Our third report recommended a 'reserved', not 'conferred', powers model for the new Scottish Parliament, which is how it still works today!
The critical decision — for Westminster to reserve certain powers such as defence, national security and the UK constitution, but to delegate the rest to Holyrood — was taken by Dewar, with advice from Butler and the independent Constitution Unit, which proposed adopting the principles of the 1920 Government of Ireland Act.
