The Times has been told that falling immigration reduces the fiscal headroom for the Chancellor. The Times is just completely mistaken (chronologically) to attribute this to "the success of Shabana Mahmood's reforms, since net migration fell to 171k in 2025. She became Home Secretary in Sept 2025.

It sounds like fence-sitting but amounts to confirmation that Rayner won the argument about care workers. (The risk is the govt thinks exempting care workers addresses the problem it would resolve 3/4 of the problem of the reforms making it impossible for 1 million people to stay - maybe by mistake)

Based on my conversations, regardless of Earned Settlement, fewer providers are issuing CoS for renewals and many more are losing their licences. Salary changes are also pushing sponsors not to increase salaries in time for settlement.
