In my own work, I can try to convince drivers that they should slow down and be safe or I can try to convince parents who walk their kids to school that the streets should be safer and that they can call their elected officials to ask for such things. Which one is going to result in real change?

I've said this in some of our book talks, but as an advocate I think spending a lot of time trying to find common ground with "someone on the other side" is generally a waste of time. It's much more effective to identify latent supporters of the things you want in the world and get them to join you.

There are engineering controls to protect against any hazard you can think of. There are modifications that can be made to any process to make it safe. There is personal protective equipment to guard against any injury or illness. Employers must be forced to enact all of the above.

There's a cultural change currently underway in which unions aren't just fighting for higher wages. They're also fighting for institutional and regulatory changes to the ways work is being done. There is no reason tradespeople shouldn't be able to work until retirement age happy and healthy.
