The Liberals, with the Conservatives' support, are fast-tracking Bill C-39, giving only 16 hours to study an omnibus bill that is 240 pages long. I'd like to remind them that the Constitution and the rule of law are not optional. (1/2)

All Protocol Observed Welcome to edition 256 of The Continent Nigeria bans exports of shea nuts – and creates a subsidy that profits everyone except its own farmers. bit.ly/256_TC
The cover of The Continent shows several women processing shea nuts beneath a large, leafy tree in the Nigerian countryside. One woman bends over a patch of reddish earth, gathering the nuts, while others sort them into bowls and sacks. Nearby, two women operate a blue, wheeled shea-processing machine. The scene is bright and green, with open fields stretching into the distance beneath a blue, cloud-streaked sky. The ground beneath the women is shown in cross-section, revealing a deep layer of dark soil filled with clusters of small, orange-brown nuts. In the upper right corner, the headline reads: “Nigeria’s great shea leak.”

Over 130 Palestinian students remain in limbo due to processing delays—costing admissions & risking lives. I sent an open letter demanding Ministers Diab & Anandasangaree apply biometric flexibilities, review rejected files fairly, & resolve these cases.
Screenshot of an open letter dated October 13, 2026, from MP Jenny Kwan to Immigration Minister Lena Diab and Public Safety Minister Gary Anandasangaree regarding Palestinian student study visa applications.
The letter details:
* The Issue: Over 130 Palestinian students accepted to Canadian universities face life-threatening delays, generic refusal letters, lost academic admissions, and impossible biometric collection requirements in Gaza despite broken government promises of expedited processing.
* Demands: MP Kwan calls on IRCC and Public Safety to apply IRPR section 12.8 to process Gaza applicants without immediate biometrics, launch a second review of rejected applications in Cairo using individualized evidence rather than templated reasons, preserve students' university admissions, and establish a dedicated senior-level review mechanism.

Screenshot of an open letter dated October 13, 2026, from MP Jenny Kwan to Minister of Housing and Infrastructure Gregor Robertson regarding federal funding for the Right Fit Program.
The letter details:
* The Issue: Disability Alliance BC’s (DABC) Right Fit Program—a unique program connecting wheelchair users with accessible housing—suffered federal funding cuts through Reaching Home, leaving it with only 38% of its Vancouver operating budget.
* Impact: Wheelchair users face severe shortages of accessible units, placing them at heightened risk of prolonged housing searches, unsafe living conditions, institutionalization, or homelessness.
* Demands: MP Kwan calls on the Minister to restore stable, multi-year federal funding for the program, meet immediately with DABC, adequately support specialized disability services through Reaching Home, and ensure accessible housing is a permanent component of Canada's housing strategy.

All Protocol Observed Welcome to Issue 255 of The Continent The warning signs in Tigray have been building for months. The Continent reconstructs how peace failed. bit.ly/255_TC
The cover of Issue 255 of The Continent shows a tall, cracked stone monument rising from a pile of rubble in the middle of a city. The words “Peace for Ethiopia” run vertically down its front in large blue letters. A white dove perches on top, beside a pair of scales, symbols of peace and justice. The monument is broken and weathered, with cracks running through the stone. Behind it, pale blue buildings sit beneath a soft, hazy sky, glowing yellow around the horizon. The scene feels quiet but uneasy, as if the promise of peace is still standing, just barely, amid the wreckage. It is illustrated by Wynona Mutisi

Pre-approving projects before environmental reviews are completed is reckless. You cannot undo damage to ecosystems or reverse extinction after the fact—the government must protect our environment, not bypass safeguards.
Screenshot of an official parliamentary debate excerpt regarding Bill C-39 (Building Canada Strong Act) from October 6, 2026.
The image shows comments from two Members of Parliament:
* Jean-Denis Garon (Bloc, Mirabel, QC): Expresses concern that Bill C-39 allows the government to pre-approve projects, such as pipelines, before environmental and safety reviews are completed, potentially causing significant harm to health, safety, and the environment.
* Jenny Kwan (NDP, Vancouver East, BC): Agrees, emphasizing that preemptive approvals undermine environmental safeguards, noting that ecosystem damage and species extinction cannot be undone once the harm is done. ✅
