The day before he flew to Fort McMurray, Carney was in Edmonton for the National Day for Truth and Reconciliation. Speaking at Fort Edmonton Park, he said Canada owes residential school survivors and their families more than remembrance. "We owe them action," he said, and he told the crowd that Canada should not hear the truth of residential schools and then fail to act on it.
Twenty-four hours later he was on a stage in Treaty 8 territory, pre-approving a pipeline that Nations along its route say they never consented to.
Eleven years after the Truth and Reconciliation Commission's final report, only 14 of its 94 Calls to Action are complete, according to Indigenous Watchdog. Call to Action 43 asks governments to fully adopt and implement the UN Declaration on the Rights of Indigenous Peoples. Free, prior and informed consent is at the heart of that declaration.
