Liberal MP Sean Casey was demoted by Mark Carney last week after voting in favour of Jenny Kwan’s Bill C-233, the No More Loopholes Act. When will the Liberals stop punishing MPs for doing their job—and finally act to close this loophole?

5/If the govt’s free-vote designation for C-233 was withdrawn just hours before vote, Canadians deserve to know why and who made that decision. One Liberal MP told me: “I was made aware that it was no longer in effect hours before the vote on March 11.” Parliamentary democracy requires transparency.

4/ My Bill C-233 aimed to close US arms loopholes. Bill was defeated, but the principle stands: Canada needs transparent, enforceable arms-export rules—MPs must be free to speak/bote without fear of political consequences.

3/MPs are elected to represent their constituents and exercise their judgment in Parl. When a govt position or appointment can be affected by how an MP votes on a PMB, Canadians have every right to ask whether MPs are truly free to vote according to their conscience. That matters for our democracy.

2./C-233 was about a simple principle: Canada’s arms export rules should mean what they say. I thank the MPs who supported the bill—including Sean Casey—for standing up for stronger accountability and respect for Canada’s export-control regime. Parliament must be able to hold government to account.

1/A Parl Secretary should be able to vote according to their conscience. Sean Casey supported my C-233, which sought to close a loophole in Canada’s arms export controls. If MPs face consequences for exercising independent judgment, what does a “free vote” actually mean? www.cbc.ca/lite/story/9...

My open letter demanding urgent action on eTA refusal for Egyptian journalist & scholar Hossam el-Hamalawy. He was invited to speak at SFU. IRCC asks him to get papers from the Egyptian regime he fled. Canada must defend academic freedom and support human rights defenders. Min Diab must intervene.
An official House of Commons open letter from MP Jenny Kwan (Vancouver East) dated August 31, 2026, addressed to Immigration Minister Lena Diab. The letter requests urgent intervention to facilitate entry for Egyptian journalist, scholar, and human rights advocate Hossam el-Hamalawy. It outlines that el-Hamalawy, a German citizen in exile, was invited by SFU faculty for lectures in September but was denied an eTA after IRCC requested documentation from the Egyptian government regarding his past political detention and persecution.Page 2 of MP Jenny Kwan’s open letter to Minister Diab. Kwan emphasizes that requiring a political exile to seek documentation from the regime that persecuted him compromises his safety. She highlights Canada’s commitments to human rights, press freedom, and academic freedom, urging the Minister to exercise discretion, reconsider the eTA refusal, and provide an authorization pathway before the September SFU events.Page 3 of MP Jenny Kwan’s open letter, concluding with a request for a prompt response from the Minister detailing steps to resolve the issue, signed by Jenny Kwan, MP for Vancouver East.

Serious concerns about extremist networks linked to intimidation, hatred, violence, and foreign interference targeting minority communities and critics. Govt must put public safety and rights of Canadians ahead of political interests. Anti-Sikh and Islamophobic hate speech have no place in Canada.

Official open letter dated July 29, 2026, from MP Jenny Kwan (Vancouver East) addressed to Foreign Affairs Minister Anita Anand and Immigration Minister Lena Diab. The letter expresses grave concern over Thai authorities preventing UN-recognized refugees accepted for resettlement to Canada from departing, citing cases such as Dong Guangping, Jiang Yefei, and Zhang Xinyan. It highlights concerns over transnational repression by the People's Republic of China and political interference in international refugee protection.Second page of the open letter by MP Jenny Kwan. It urges Global Affairs Canada to engage with Thailand, examine mechanisms under the Sergei Magnitsky Law, and work with UN human rights bodies. It requests an immediate update on steps taken by the Canadian Embassy in Bangkok to secure the safe release and travel of accepted refugees, including Ms. Zhang Xinyan. Canadians who had their citizenship recognized under Bill C-3 are being left in the dark. IRCC promised quick answers, but weeks later, families are facing revoked passports and zero communication. I’ve sent an open letter to Minister Diab calling for immediate transparency. 👇
Official parliamentary letterhead of Jenny Kwan, Member of Parliament for Vancouver East, dated July 7, 2026. The letter is addressed to The Honourable Lena Diab, Minister of Immigration, Refugees and Citizenship. The subject line reads: "Open Letter re: Outstanding C-3 Citizenship Reviews." Kwan follows up on previous calls to halt passport revocations and citizenship certificate suspensions affecting individuals under Bill C-3. She references an IRCC statement from June 30 claiming 67 outstanding cases would be resolved "within a matter of days," but notes that many affected families remain in a state of uncertainty, distress, and without communication from IRCC.Page 2 of MP Jenny Kwan’s open letter to Minister Diab, featuring headings on systemic issues. Under "Outstanding Cases Despite IRCC's Assurance of Resolution," Kwan questions why IRCC has not prioritized the remaining 67 individuals who have suffered immediate consequences like passport seizures. Under "Inconsistent Treatment Within Families," she highlights a troubling case where a parent and child applied using the exact same lineage documentation under Bill C-3, yet only one family member received a passport revocation notice while the others did not, demonstrating a lack of consistency and transparency.Page 3 of MP Jenny Kwan’s open letter. Under "Cases Involving Extensive Certified Documentation," she describes an individual who submitted exhaustive certified historical, birth, and marriage records, yet had their citizenship suspended without being told what evidence was supposedly insufficient. Under "Administrative Failures and Privacy Concerns," Kwan reveals a serious privacy breach where an individual whose citizenship was revalidated accidentally received another applicant's highly sensitive passport revocation notice, exposing their full name, date of birth, UCI, and passport numbers. She calls for accountability, noting that Lost Canadians are being retraumatized. The final page of MP Jenny Kwan’s open letter, outlining seven distinct demands for the government: 1) Provide immediate status updates to all remaining under review by the end of the week; 2) Complete outstanding reviews without delay; 3) Provide clear, file-specific explanations; 4) Ensure individuals can respond before adverse decisions; 5) Explain family discrepancies; 6) Investigate the reported privacy breach; 7) Provide full transparency on the review criteria. The letter concludes by stating that citizenship should not feel like something the government can arbitrarily question, and is signed by Jenny Kwan, NDP Critic for Immigration, Refugees and Citizenship.

Bailing out developers by using public funds to buy unabsorbed condos is the wrong approach to the housing crisis. It’s an investment banker’s plan that ignores root causes. Canadians deserve a strategy focused on affordable supply, not developer profits. Read my full statement. #CdnPoli #Housing
Text screenshot of an official statement from NDP Housing Critic Jenny Kwan, titled "NDP Housing Critic Jenny Kwan Statement on Government Spin on the 'Condo Conversion' Program."
In the statement, Kwan criticizes the federal and BC governments for using $1.713 billion in public funds to purchase distressed, unabsorbed private condominium units to bail out developers, rather than investing in new affordable housing or supporting non-profit and co-op housing providers. She notes this decision follows the indefinite suspension of BC's Community Housing Fund.
Kwan calls the program an "investment banker's plan" that prioritizes investors over first-time homebuyers, pointing out that Bill C-26 contains no affordability targets or safeguards. She highlights NDP-proposed alternatives, such as ending special tax treatment for Real Estate Investment Trusts (REITs), tackling speculation, and introducing progressively higher down payment requirements for multiple properties.
The statement concludes with seven accountability questions for the government regarding market impacts, a lack of affordability requirements, the decision not to extend the foreign buyer ban, and whether the Parliamentary Budget Office will independently review the proposal.

Carney rammed C-22 through committee, rushing a massive expansion of state surveillance powers without proper debate. While few minor fixes were made, core threats to digital privacy and civil liberties remain unresolved. Canadians deserve better than secret orders and closed-door cabinet overreach.
Official media statement from MP Jenny Kwan, NDP Public Safety Critic, regarding Bill C-22. The headline reads: "Carney Government Rushes Bill C-22 Through Committee, Leaving Core Privacy and Civil Liberties Threats Unresolved."
The statement expresses deep concern over the government forcing the bill through committee before parliamentarians could meaningfully debate a massive package of amendments or listen to civil liberties groups.
Kwan notes that while amendments partially improved clauses regarding encryption and systemic vulnerabilities, loopholes remain. Severe concerns around lower thresholds for foreign law enforcement to access personal information went unaddressed.
The statement calls out the bill's reliance on secret orders, closed-door cabinet discretion, and the broad collection of sensitive metadata. It concludes by stating that after-the-fact oversight is no substitute for robust safeguards before data is collected, and condemns the Carney government for curtailing committee debate on digital privacy.

Two years since Bill C-70 passed, the federal gov't is still delaying full implementation of the Foreign Influence Transparency & Accountability Act (FITAA). This inaction leaves our democratic institutions and diaspora communities exposed. My open letter to PM Carney & Min. Anandasangaree: 👇
Page 1 of an open letter dated June 15, 2026, from Jenny Kwan, Member of Parliament for Vancouver East, addressed to the Prime Minister of Canada, The Right Honourable Mark Carney, and the Minister of Public Safety, Hon. Gary Anandasangaree. The letter features the official House of Commons Canada letterhead. MP Kwan writes to express her full support for the June 11, 2026, open letter submitted by the Canadian Coalition for a Foreign Influence Transparency Registry (FITR Coalition) and the Human Rights Action Group (HRAG), endorsed by 33 multicultural, diaspora, and human rights organizations across Canada. She voices deep concern over the prolonged delays in fully implementing the Foreign Influence Transparency and Accountability Act (FITAA), noting it has been two years since Parliament passed Bill C-70. She highlights that during the study of the bill, diverse community members courageously shared experiences of foreign state intimidation, harassment, and coercion. While noting the government has nominated Mr. Anton Boegman as Commissioner, she emphasizes that the delay in finalizing his appointment and making the Registry operational has generated alarm among affected communities.Page 2 of MP Jenny Kwan’s open letter, concluding with her official signature and designation as the Member of Parliament for Vancouver East. The page outlines five specific immediate actions demanded of the government: 1) Finalize and publish the regulations required under FITAA as soon as possible; 2) Complete the appointment of Mr. Anton Boegman as Foreign Influence Transparency Commissioner without further delay; 3) Adequately resource the Office of the Commissioner and the Office of the National Counter Foreign Interference Coordinator; 4) Strengthen engagement with impacted communities and civil society; and 5) Engage experts and other jurisdictions like CitizensLab and Taiwan with expertise in combatting mid/disinformation campaigns. The text also notes that amidst serious advocacy for an Alberta referendum, expert reports indicate Canada's institutions are targeted by Russia and the US with disinformation and MAGA influencers. It cites a May 9th, 2026, statement by CSIS Director Daniel Rogers affirming that the Alberta referendum is vulnerable to foreign interference, raising the stakes of federal inaction.

In an affordability and climate crisis, our quality of life, water security, housing rights, and affordable home power must take priority over corporate tech giants. The Liberals must halt this reckless infrastructure push. 3/3

Hon. Mandy Gull-Masty (Minister of Indigenous Services, Lib.) responds in a gray shaded box: "Mr. Speaker, I think the member is well aware that Bill S-2 is in front of the committee for study. I welcome her input. We are there to ensure that enfranchisement, the intention of this bill, is responded to. We continue to work closely with groups across the country, hearing their input. China has a documented history of weaponizing shared intelligence. Yet, Liberal govt signed a police co-operation agreement behind closed doors—and reports suggest we need Beijing's permission just to disclose it. We need real answers on transnational repression, not rehearsed talking points.

Will the minister be frank with Canadians and tell us whether she asked China's permission to release the MOU, yes or no?"
Anita Anand (Minister of Foreign Affairs, Oakville East, Ontario) responds: "Mr. Speaker, let me be frank with this House and with Canadians: Canada has entered into MOUs with China with respect to combatting crime in various forms since 2010 and, as has historically been the case with this agreement, the advice of Canada's intelligence agencies is always followed. I had a productive exchange with China's minister of foreign affairs regarding areas of mutual interest. I raised issues relating to transnational repression, human rights and security domestically. I will always stand up for Canadian values."

Delivering dental care to Canadians is a massive win that the NDP proudly fought for, but the work doesn't stop here. We need to make sure the system works smoothly, eliminates extra out-of-pocket fees, and covers everyone who needs it. #CDCP www.cbc.ca/news/canada/...

Parliament 26.5.2026 Can the Prime Minister tell Canadians what else the oil and gas industry wants?
Screenshot of a Canadian House of Commons Hansard transcript from Oral Questions on May 26th, 2026, under the topic "The Environment". It features an exchange between NDP MP Jenny Kwan (Vancouver East, BC) criticizing the government's climate policy and meetings with the fossil fuel lobby, and a response from Liberal Minister of the Environment Julie Dabrusin (Toronto—Danforth, Ontario) defending the government's marine conservation efforts in British Columbia. Full transcript is included in the post text.
Jenny Kwan (Vancouver East, BC): "Mr. Speaker, the fossil fuel lobby had at least 17 direct meetings with the Prime Minister and environmental groups had zero. The Prime Minister axed the carbon tax, abandoned the emissions cap, killed the EV mandate, signed a deal to build a new pipeline, stepped up on greenwashing, took a sledgehammer to regulatory reviews, created a $25-billion wealth fund that will no doubt benefit the oil and gas industry and refused to impose an excess profit tax when companies are poised to make over $90 billion in profit this year alone.
Can the Prime Minister tell Canadians what else the oil and gas industry wants?"

Julie Dabrusin (Minister of the Environment): "Mr. Speaker, I appreciate that the member opposite, who is from British Columbia, stood up because it gives me an opportunity to talk about the fact that I just came back from the coastal waters of British Columbia, where we established a national marine conservation area reserve with six first nations in the province of British Columbia. It is going to protect an area larger than the size of Prince Edward Island.
This is a chance for us to do good work in partnership, and that is what we are doing. We are protecting the environment, protecting nature and building strong connections with our communities."
