Hard Brexit

£66bn a year

Leaked Treasury papers reveal lost revenue

Cabinet ministers are being warned
that the Treasury could lose up_to
£66 billion a year in tax revenues under
"hard Brexit", according to leaked
government papers.

GDP.could fall by as much as 9.5 per
cent if Britain leaves the single market
and hastorely on WorldTrade Organi-
sation rules for trading with the conti-
nent, compared with ifit stayed within
the EU,theforecasts show.Such a steep
drop in revenue would force ministers
to slash public spending or raise taxes.
The £66 billion drop, contained in a
draft cabinet committee paper seen by
The Times, is nearly a tenth of the
£716 billion that the government is pro-
jected to collect in taxes this year, and is
equivalent to 65 per cent of the annual
budget of NHS England.

Business leaders are_increasingly
worried that the UK could fail to nego-
tiate a deal with the 27 remaining EU
members by the time it leaves the
union, and will face a "cliff edge" of
trade tariffs and barriers,

Several cabinet ministers who sup-
ported Remain are stepping up efforts
to prioritise business concerns and the
economy in Brexit discussions, fearing
that Leave supporters fail to realise the
scale of potential damage, It comes as:;
○ Theresa May faces a potential legal
challenge by a group of Conservative
MPs over the decision to begin Brexit
negotiations without parliament's
approval. The prime minister's spokes-
man ruledoutgiving MPs a voteyester-
day,saying thatitwould"second guess'
the will of the British people.
○ Dominic Grieve, the former attor-
ney-general, said that unless the gov,
ernment could agree,a deal supported
by parliament it would not survive.

Tech companies generate billions for the Irish exchequer in corporation tax, so they have a considerable amount of power and sway over the Irish government, writes illustrator Harry Burton. "This reminds me of the power and sway the Catholic Church had over previous governments and politicians."
In the illustration, we can see Micheál Martin and Simon Harris in the pews in a church bow before the behemoth that is Big Tech, represented by a stained-glass window with logos of various companies.

This applies in Ireland too, worth bearing in mind when ministers burble on about going private and outsourcing healthcare
In Dining across the divide (4 October), the young participant, Ted, is quoted as expressing his “desire to abolish the NHS and replace it with a social insurance model. This would still have provision for free treatment at the point of need, but people would pay through insurance systems, and they would choose the level of cover they’ve got. Those models deliver far better outcomes for patients.”

As a retired insurance underwriter, I must disagree profoundly with Ted’s assertion. Let’s concentrate on business fundamentals. Insurance comes in two “flavours”: first, events that become likelier as time goes on – eg, life assurance. The older you get, the more likely you are to die and the more premium is needed to cover the risk; and second, events whose likelihood stays essentially the same over time, eg home insurance – the likelihood of a house burning down is much the same for everyone and the cost is spread evenly between policyholders.Clearly, medical insurance is flavour one. Premiums need to rise with age. To reduce premiums and keep customers, insurance companies apply ever-increasing “excesses” and “co-pays” and can refuse to cover pre-existing conditions. The more you need medical insurance, the more expensive and difficult it is to get.

There is also the business case. When you buy an insurance policy, premiums are calculated to include the cost of claims (about 60%); administration (about 10%); sales (about 20%); shareholder profits (about 15%); less investment returns (about 5%).

In contrast, an NHS-style system does not require either sales costs or shareholder profits. Of course, there would be no investment return – but nevertheless, it is still about 30% cheaper to operate than an insured healthcare system. Like most sound business ideas, it’s simple arithmetic.

I opened up a mystery chip; it turned out to be a "switched capacitor filter" from 1984. Filters are important circuits, for example, adjusting the bass or treble in an audio signal. This chip, the MF10, was popular because it combined two filters into an easy-to-use chip. Let's take a closer look…
A die photo of the chip under a microscope. It is rectangular, with complicated horizontal and vertical white lines (the metal wiring layer). It has some reddish regions, in particular 72 small reddish squares in the middle (the capacitors). Underneath, the silicon is gray. Around the edges, 20 tiny bond wires are attached to pads; these wires connect the die to the external package.
