there were profound structural reforms which needed to take place before all of the -- quite substantial -- legislation done under Biden was to take effect. exactly none of those structural reforms were done. as a result, the things which passed in 2021 and 2022 more or less only happened in 2024.

New Flock stalking case just came to light -- Winnebago County, Ill. deputy used license plate readers to monitor the locations of his ex and her new partner dozens of times over several months. www.wifr.com/2026/05/08/f...
This investigation revealed deeper surveillance of REDACTED and REDACTED by Tyler Bryan that neither of the victims were aware of. I located Winnebago County Sheriff's Office records specific to Tyler Bryan's police record searches and license plate recognition (LPR) data. This data and search functions are only available to Law Enforcement and more specifically to Winnebago County Sheriff's deputies, which Tyler Bryan was employed as at this time in 2025. The search records showed that Bryan was monitoring REDACTED movements by searching her license plate movement data at least 20 times between July and October of 2025. Thirteen (13) of those plate searches were in October of 2025, including the day Bryan attempted to get REDACTED to go outside with him on 10/22/2025. The data also showed that Bryan searched for REDACTED home/business address in country police records, and REDACTED license plate (LPR search) in the same time frame of months leading up to October of 2025.
