Maybe an unpopular opinion, but Trump doesn't strike me as much more mentally impaired than at the dawn of his presidency. He's always been an evil lunatic narcissist with little interest in vast aspects of his job, and that shines through even more strongly when things aren't going well for him.

Trump now argues that “his supporters will be deterred from contributing to the [Kennedy] Center if his name is removed.” This is the good stuff: pure, unadulterated horseshit.
Plaintiff's alleged harms pale in comparison to the real harms on the other
side of the ledger. For one, the absence of a recognition to President Trump
threatens to impede the Center's fundraising efforts and contribute to the financial decline of the Center. As the Center's Executive Director explained, the President has been a central force in the Center's current fundraising efforts,
but his supporters will be deterred from contributing to the Center if his name is removed. See ECF No. 47-1 at 2. This loss of fundraising time and potential is also definitionally irreparable, and the public interest weighs in favor of an
economically viable Center.

Everything being said about prohibitions on personal glorification and political campaigns is correct, but also note that 31 USC 1301 prohibits spending any appropriated funds for any purpose not specified in the appropriation. Doing so therefore violates the Anti-Deficiency Act and is a crime.
