Whether imposing higher taxes on business owners adversely affects business activity by constraining investment and inducing capitalist flight is a central question in the ongoing debate on how to tax the ultra wealthy. To shed new light, I exploit a series of related Norwegian reforms during 2021-2024 that increased dividend tax rates, removed migration-related capital gains tax loopholes, and nearly doubled the effective marginal tax rate on business wealth. These reforms spurred international debate and, allegedly, an "exodus" of Norwegian billionaires (Financial Times,
2023). While I document clear effects on migration, these responses are concentrated among the top 0.1% of the wealth distribution and mostly confined to 2022 and 2023. My results indicate that at most 100 individuals left due to the reforms. I find no evidence of significant outmigration or reduced inflows of startup founders or inventors. I estimate that absent any outmigration, wealth tax revenues would have increased by 75% from 2021 to 2024. Reform-driven outmigration lowers the revenue gain to 71.5%. My findings further show that outmigrating owners' firms remain economically active and do not reduce investment. In a broader set of analyses, I examine whether business outcomes are affected, regardless of whether owners outmigrate, since firms may reduce investment both due to liquidity constraints or distortions to owners' savings decisions. I compare firms owned by Norwegian individuals subject to the wealth tax with firms owned by foreigners and other tax-exempt entities. By merging historical ownership data from Orbis with the Norwegian shareholder register, I perform these analyses on both Norwegian and foreign-domiciled firms.

What truly grinds my gears is that climate scientist can spend 50 years building data-grounded models and need to frame their findings to avoid being called alarmist. At the same time x-risk cranks and CEOs can just pull P(doom) > 10% out of their ass and be taken seriously.

Finally, my paper is out! It shows how bacteria can utilize their CRISPR immunity against transducing phages to turn them into "pollinators". This way bacteria can speed up their own adaptation through recombination by two orders of magnitude compared to mutations, and they do so when starving!

Since the first media reports, WHO has been actively following up on the reported death of a laboratory worker at the Irkutsk Antiplague Research Institute in Irkutsk oblast, Russian Federation. The individual died on 2 October 2026 after being hospitalised with severe pneumonia. Initial media reports suggested pneumonic plague following an alleged accidental laboratory exposure.
In response to WHO's verification request under the International Health Regulations, the Russian health authorities reported that no case of plague had recently been registered in Irkutsk oblast. They informed WHO that an epidemiological investigation had been conducted, preventive and control measures implemented, and identified contacts placed under medical observation and tested. They reported that no high-threat pathogens had been detected among the contacts and that medical observation of all identified contacts had been completed. WHO has remained in contact with the Russian health authorities and has offered technical support.
WHO has requested further information to clarify the cause of the severe pneumonia, the pathogen that prompted the public health measures, and media reports of a second employee with pneumonia of undetermined cause.
Timely, complete and transparent information sharing under the International Health Regulations is essential to clarify conflicting reports and enable an accurate assessment of potential public health risks.

Dear SDB Members,
 
I am writing you now to ask everyone to respond to a proposed change to the way that grant review information at the National Institutes of Health (NIH) is communicated to grant applicants, institutions, and NIH program staff. This is your opportunity to provide feedback on the process that selects our grants for funding.
 
The proposed change means that individuals, institutes and NIH staff will no longer receive the final overall impact score or percentile score that reflects the scientific opinion of a panel of experts. Currently, three reviewers provide their detailed opinion of a grant, and then the entire panel asks questions, can examine figures, and discuss the strengths and weaknesses of a grant, and then members all independently score. The final overall impact score reflects this discussion and careful consideration of the entire scientific panel.
 
The proposed change is to now simply divide the scored grants into three categories: Scored applications would be grouped into three broad categories - “Most Competitive (top 25%),” “Competitive (26%-50%),” and “Not Discussed”. The motivation for the change is that decisions would now focus on the comments of reviewers, not the score of the grant to determine which grants to support. However, the current mechanism allows for scores and comments to be considered. Thus, removing the score component from NIH staff makes selection of which grants to fund more burdensome for NIH staff.The loss of detailed scores will also make it more difficult for researchers to assess how competitive an application was and determine whether to revise and resubmit it. An application ranked top 2% and one ranked 24th% would receive the same label, even if the scientific panel viewed them quite differently. Meanwhile, applications ranked 25th%and 26th% would be placed in different categories because of a tiny difference that NIH itself says should not be treated as meaningful. The proposal would erase potentially important differences while creating arbitrary new dividing lines.
 
This is a dramatic loss of transparency in the scientific review process. Under the new plan, principal investigator(s), applicant institutions, NIH program staff, ICO leadership, and the relevant NIH Advisory Council will no longer have access to the final overall score.
 
NIH is explicitly asking for input on this particular question.
 
This is a Request for Information (RFI), not simply an announcement of a policy that has already been finalized. NIH says comments will be used to inform the final recommendation, including implementation and communication.

I wonder if the way a person reacts to LLMs might, at least partly, be driven by whether they're process orientated or outcome orientated. So someone who enjoys writing papers may feel they're losing something. But someone who enjoys publishing and sharing papers might feel they gaining something.
