One of the reasons we don't actually see a sort of 'substitution effect' is simply that tech companies are data centre developers are building *everywhere they can all at once*. This is 300 bowls of spaghetti thrown at every wall, not a careful, serialised attempt to get 1 - 2 facilities operational
