Sorry it took me so long to reply to this, but I needed to get back to my 'big puter'. I find this image very helpful in explaining the very problem you are describing. I have no idea how to attribute this wonderful work though.

Being told to "shut up you dickhead" by Don McGlashan is literally the worst thing that can happen to you as a New Zealander
Renowned musician Don McGlashan was seen on the video confronting Bishop, but McGlashan said he did not realise at first that it was the minister.

"I could hear an enormous amount of ranting, kind of against the whole thing. I didn't get the full gist of it, but it was basically - 'the hīkoi is ages ago, sit down everybody' - so this geezer was just ranting away and telling everybody to sit down," McGlashan said.

"After a while I turned to him and said 'ah shut up you dickhead' and I looked at him and I thought, oh I know that face. Then he said 'what did you say to me?'".

McGlashan said that he again told Bishop to "shut up you dickhead and he said 'I could say the same to you', and I said, well I wasn't talking and you were. And then I realised I was talking to the leader of the house".

This is *why* retrospective laws are objectionable in principle. Law must be prospective so you can plan your life according to it. Which is what claimant groups, employers, and public servants have done for years. All in the bin in under 24 hours. Millions of dollars worth of work on all sides.

We endured six months of submissions and process for the Treaty Principles Bill, a bill cabinet knew would never pass. Yet the Govt gives just 12 hours for radical changes to pay equity laws that directly impact hundreds of thousands of workers, mostly women, & their families.

Part of what really disturbs me about the sudden end of pay equity is the democratic implications - National did not say before the election that they would do this. It is now being passed under urgency, the same day as announcement, with no public input. NZers quite simply have not had a say.

Pretty strong wording - appropriately - from Coughlan in the Herald. www.nzherald.co.nz/nz/politics/... Also notes the irony of ACT's Regulatory Standards crowd ignoring some of the most basic principles of regulatory practice.
If the Government does have a good reason for urgency in this case (it says it doesn't want multiple different regimes operating at once), it hasn't made a very good case for it.

To recap: the Government is using Parliamentary urgency to pass retrospective legislation affecting hundreds of thousands of low-paid workers, saving itself "billions" of dollars, but has not done basic regulatory due diligence on what this means for the workers in question, and is not saying how much money is on the line.

That is bad lawmaking at the very least.
