I bet they use a messaging/notification tool where a single notification type uses a template for push, a template for emails, a template for SMS, etc. And a person accidentally pasted the one meant for email into the box meant for push. So not in code, and thus not tested.

"Enemy of the United States" is a little ambiguous. The government of Canada is definitely at odds with the government of the US, and so for pedants who think that's what they're being asked to describe might call them "unfriendly" or "enemies."
