Maybe it's just me, but "Never Forget" in the context of 9/11 has ALWAYS, from minute 1, felt like a vengeance statement. Like "we will *kill* you for this and it will be justified, forever." Like, I can't read it otherwise, it feels like the only interpretation it was ever intended to have.
